registries with 1.61% of
total DWT of the world
fleet (UNCTAD).

119 vessels were


registered in CY 2016
with a total gross
tonnage of 2,680,011

Majority of overseas ships


are bulk carriers.

ISSUES AND CONCERNS

Lack of attractive financial package or incentives to attract


foreign shipowners to register their ships under the Philippine
flag;

Too much unnecessary regulatory burdens imposed on policies


that aim to promote the expansion of Philippine registry;

Unfavorable legislation relating to ship mortgage and treating


purely maritime related cases as ordinary civil actions; hence,
the need for the creation of Admiralty Courts in the country.

Absence of a viable financial scheme to support measures for


the acquisition of new ships intended to trade international
waters, noting that ship construction is a capital intensive
endeavor;

Restrictions imposed by law particularly Presidential Decree No.


1466 and its Implementing Rules and Procedures (IRR)
specifically for the requirement for cost, insurance and freight
sellers to arrange for the carrier of goods. In short, the
Philippines cannot nominate Philippine-Registered ships to carry
government cargoes as well as the practice of having freight
on-board buyer or importer elects the ships to carry their
cargoes.
