The waterways are an important national tourism


resource - they enhance the attractiveness of both
urban and rural areas, they link places of interest, and
they generate tourism in their own right.

In many areas of the UK, the inland waterways are


now used predominantly for leisure and recreation.
– There are about 100,000 licensed boats on the
waterways and the system supports a holiday
hire-boat industry of about 3,000 craft.
– Rowing, canoeing and sailing are widespread.
– Angling is very popular - some 300,000 people
fish British Waterways' canals.

Goa’s Waterways have enormous unexploited


potential as a tourism destination & asset
Foreshore Area

Much larger numbers of people use the waterways


foreshore areas for informal recreation activities such
as walking, cycling, bird watching and exploring the
waterway heritage.

It is estimated that 165 million leisure visits are made


each year to British Waterways' canals and rivers
alone.
Environmental Tourism

The inland waterways make a valuable contribution


to the quality of the landscape and provide a rich and
diverse environmental resource. British Waterways'
canals include over 100 sites of special scientific
interest (SSSI) and 800 more sites designated of local
nature conservation interest.

The waterways provide a sanctuary for a wide


variety of plants and animals, some of which have
become rare elsewhere due to loss of their more
natural habitats.

Goa Cruises

River Cruises
The Mandovi river is a prefect blend to conduct cruise tours.
The river cruises in Goa are generally theme based cruises
with live cultural programmes performed by cultural troupes
and can be categorized into three types - daytime, sunset and
moonlight.

• Sunset/Sundown Cruises
As the name suggests, the sunset cruise sets sail as
the sun dips in the horizon leaving a crimson sky.

• Full Moon Cruise/Special Cruise


The cruise is conducted on full
moon nights when the moon
sparkles in all its glory
Dinghy Sailing

Dinghy sailing provides for a relaxed outing in


the seas. Dinghies are 15-feet long crafts that
easily accommodate three to four people.
Though The thrill of windsurfing is missing,
dinghy sailing is perfect for families wanting to
surf the seas at a leisurely pace.
Parasailing
One of the exciting water sports, Parasailing means floating
high in the sky with a parasail. The parasail is usually
attached to a speedboat with the help of a long rope. As the
speedboat traverses the waters, the parasail lifts the person
into the air.

Windsurfing
A surface water sport, using a sailboard attached to a sail,
the surfer skims the waves by precariously balancing himself
to the changing currents of wind and water.

Water Skiing
To ski on water while being towed by motor boat

one feels a rush of adrenaline up the spine.

Dredging is an excavation activity

seabed, used for dredging. A
dredger is a ship or boat equipped
with a dredge

people to depth of 35 to 50

in natural habitat.

Marinas

A Marina is a port where


leisure boats and yachts are
kept in the water and where
services to the needs of
recreational boating are
found.

The marina may have re-fueling, washing and repair


facilities, small stores and restaurants catering to the
needs of the boaters

Many marinas are owned and operated by a private


club, especially yacht clubs — but also as private
enterprises or municipal facilities. They are most
frequently located along the banks of rivers connecting
to lakes or seas
Hovercrafts and Jet
boats

These are very versatile vehicles


in waters (also land in case of
Hovercraft) and could be an
excellent new business prospect

A jetboat is a boat propelled by a


jet of water ejected from the back
of the craft. Unlike a powerboat or
motorboat that uses a propeller in
the water behind the boat, a
jetboat draws the water from
under the boat into a pump-jet
inside the boat, then expels it
through a nozzle at the stern.

Looking Outwards

Looking from the waterway outwards as well as from


Land to Water provides the opportunity to:

– explore and optimise the “added value” of the


water space so that it becomes a leisure resource
and facility in its own right;

– incorporate the foreshore areas and the water


space in the development scheme so as to
encourage greater use of the water space and
surrounding public spaces;

– explore the range of water based uses that any


particular water space can support, as well as to
identify the land based implications of such uses;

– identify a balanced mix of mutually supporting


uses on land and water.

Of enormous importance is the foreshore area and


its integration with the water way arteries
– Isolated jetties presently provide very poor land
to water linkages.
– An Act declaring maybe 10 m of riverbank as
part of the IWT system may be necessary
W>L & L>W Approach

In order for waterways to contribute successfully to


the achievement of sustainable development, it is
crucial to:

– treat a waterway as a “multi-functional space” as


well as an artery;

– look from the “waterway outwards” and not just


from the land to water;

IWT has received large funding in both the ninth and tenth
five-year plans but has not been able to effectively utilize it
(Planning Commission 2001).

IWAI in principle—but not in practice—commits to


maintaining a year-round draft of 2 m along the National
Waterways (Planning Commission 2001). The deficiency
could be overcome either by justifying the cost on the basis
of assessed commercial traffic potential or by the operators
planning for a realistic draft of 1.5 m.

The potential of IWT is sufficient to justify a national body


such as the IWAI with a sharp role in nurturing the sector,
but its sustenance needs to be judged contextually for each
waterway or waterway system.

Given a sector turnover of about Rs 110 crore annually, the


sector investment of Rs 308 crore (Rs 1701 crore proposed) in
the Ninth Plan, and in the Tenth Plan of Rs 5665 crore
(proposed) does not make commercial or economic sense.
Existence of a driving cargo stream of sufficient volume is
required to justify large investments.

IWAI has not exactly been an enormous success and its


ability to effectively contribute to IWT development in
Goa remains a doubt
The Requirements

What are our Objectives in IWT Development? There


must be a clear policy and mission statement.

To begin, an inventory of existing infrastructure and


transport must be prepared as the base of a sound
development program.

This inventory should include quantitative aspects


(e.g. minimum depths, width, and vertical clearance
of waterways, marking and minimum equipment
with navigational aids, and number of vessels), as
well as qualitative aspects (e.g. the state of
infrastructure and the fleet, transport performance).

River specific development plans must be drawn up


and provided to the stakeholders, with clear
objectives, governance models, revenue models etc

Investment policy & plan for improvements in inter-


modal connections between cost-effective inland
waterway transportation, faster railways, and more
elastic road transportation will significantly improve
the efficiency of IWT and the overall transport
system. This policy must be articulated.
Forward Path

Set up a Task Force to carry out the following Tasks:

– Create an Inventory & Database of the existing


Waterways on the lines indicated earlier

– Clearly enumerate the obstacles to development


of Goa’s Water ways

– Evaluate scheme to integrate foreshore with


water arteries & river system

– Determine alternative Governance Models

– Establish Alternate Revenue Models integrating


transportation & tourism potentials

– Provide complete Business Development Plan


with clear cut recommendations for Goa’s Inland
Water Transport Sector within a max period of six
months.
Conclusion

• Goa has earned the reputation of being one of the


best tourist destination in the World.

• We have to thrive to improve our rating by


continuously improving the Infrastructure.

• Goa should have a well equipped Water Police for


patrolling the Inland water ways to reduce
notoriety.
• What would be the implications on operations
(Timings of operations, Types of vessels,
The size of vessels, The number of vessels,
Backwater cruises etc) in Goa, if the waterways are
made National waterways?

• Govt should restructure the existing policy and


make it more comprehensive/transparent.
