1401.0 CLEAN RUNNING
WATER REQUIRED
1401.1 All fixtures shall be provided with
adequate supply of potable and clean
running water piped in approved manner
without the danger of backflow or cross-
connection. Water closets and urinals shall
be flushed by an approved flush tank or
flushometer valve.
1401.2 Potable and non-potable water supply
system in all buildings shall be clearly identified
each system shall be color coded as follows

1401.3 Drinking water shall be to the left
side of any faucet in a water piping system

1401.4 Drinking fountains and water


portable dispensers shall not be located
near or in the toilet and shall be
maintained in clean condition
1401.5 Schools of Cosmetology and Cosmetological
Establishments
At least one sink with hot and cold running water
shall be provided in each work area or workroom
where dressing is performed in each school and
establishments.

Each school and establishments shall provide


adequate hand washing facilities, including cold
running water, located within or adjacent to the
toilet rooms in accordance to chapter 29.
Each school and establishments shall
supply potable drinking water convenient
to students, patrons and employees.
Approved sanitary drinking fountains shall
be installed and so regulated that a jet of
at least 2 inches (51mm) shall be
constantly available.
1401.6 Meat and Poultry Processing Plants

A supply of hot water shall be available.

Hose connections with steam and water mixing


valves or hot water hose connections shall be
provided at locations throughout the plant.

The refuse rooms shall be provided with facilities


for washing refuse cans and other equipment in
the rooms
Non-potable water is permitted only in those
parts of official plant where no product is
handled or prepared and then only for limited
purposes. Non-potable waterlines shall be
clearly identified and shall not be cross
connected with the potable water supply.

Equipment using potable water shall be so


installed as to prevent back siphonage into the
potable water system.
All pipelines, reservoirs, tanks, cooling
towers and like equipment employed in
handling reused water shall be
constructed and installed so as to facilitate
their cleaning and inspection.

Hot water of such temperature as to


accomplish a thorough cleanup shall be
delivered under pressure to outlets.
An ample supply of water at not less than
180F (82C) shall be available when used
for sanitizing purposes.

Pens, alleys and runways shall have hose


connections for cleanup purposes
1401.7 Garbage Collection Centers and Facilities

The water supply shall be ample with facilities for its


distribution. An ample supply of water at not less than 180F
(82C) or other suitable method

The vehicle cleaning and sanitizing area shall be provided with


adequate line steam producing a temperature of at least 180F
(82C), or other suitable method.

Hose connection with steam and water mixing valves of hot


and cold water hose connections shall be provided at locations
throughout the building and at unloading and vehicle cleaning
slabs.
1401.8 Renderers
This area shall be provided with live
steam or other method of sanitizing
vehicles.
1401.9 All Establishments

The water supply shall be ample, clean and


potable, with facilities for its distribution in the
plant and its protection against contamination
and pollution.

Equipment using potable water shall be so


installed as to prevent back siphonage in the
potable water system.
Non-potable water is permitted only in those
parts of official plant where no product is
handled or prepared and then only for limited
purposes. Non-potable waterlines shall be
clearly identified and shall not be cross
connected with the potable water supply.
All pipelines, reservoirs, tanks, cooling towers and like equipment
employed in handling reused water shall be constructed and
installed so as to facilitate their cleaning and inspection .

under pressure to outlets and shall be such temperature as to

1402.0 ILLEGAL CONNECTIONS
No unclean water pipe shall be connected to any potable water
supply piping.
No unclean water piping system shall be connected to any potable
water supply piping unless provided with an backflow prevention
device
No clean domestic water supply pipes shall be connected to any
plumbing fixture, device or construction when the connection shall
have the chance of polluting the clean water supply piping
No cross connection control shall be installed in a clean water piping
system when the water operated equipment or mechanism, or use
any water treating chemical or substance, is found to have
substances that causes pollution or contamination of the domestic
potable water supply.

Authority Having Jurisdiction.

All devices or assemblies installed in potable


water supply piping system shall be tested for
reliability and shall be regularly maintained and
serviced and if found to be defective or
inoperative , the device or assembly shall be
removed from use or relocated or other device
or assembly substituted, without the approval of
the by Authority Having Jurisdiction.
1403.0 DEVICES
1403.1 Backflow Prevention Devices, Assemblies
and Methods

Air Gap
To comply with the minimum air gap to allow
backflow protection shall be in accordance with
Table 14-3.
Atmospheric Vacuum Breaker (AVB).
An atmospheric vacuum breaker shall consists of
a body, a checking member, and an atmosphere
opening
Hose Connection Backflow Preventer.
A hose connection backflow preventer shall consist of two
independent check valves with an independent
atmospheric vent between and a means of field testing and
draining.
Double Check Valve Backflow Prevention Assembly (DC)
A double check valve backflow prevention assembly shall
consists of two independently acting internally loaded check
valves, four properly located test cocks and two isolation
valves.
Pressure Vacuum Breaker Backflow Prevention Assembly (PVB).
A pressure vacuum breaker backflow prevention assembly shall
consist of loaded air inlet valve, an internally loaded check valves, two
(2) properly located test cocks, and two (2) isolation valves. This device
shall be installed indoors only if provision for s14.
Reduced Pressure Principle Backflow Prevention Assembly (RP)
A reduced pressure principle backflow prevention assembly shall
consist of two independently acting internally loaded check valves, a
differential pressure relief valves, four properly located tests cocks and
two isolation valves.
1403.2 General Requirements
No assemblies and devices shall be installed in any
potable domestic water supply piping system unless
these assemblies shall have conformed with the listed
standards and be acceptable to the Authority Having
Jurisdiction over the selection and installation of
backflow prevention assemblies.

All backflow prevention valve shall be permanently


identifiable by the user, owner or permitte in a manner
satisfactory to the Authority Having Jurisdiction.
All backflow prevention assembly shall be
annually tested or more often by the owner of
the premises to a certified backflow assembly
tester or manufacturers representative. The test
shall be performed in accordance with the
procedures referenced in Table 141 by a tester
qualified in accordance with those standards
The Backflow preventer shall be accessible for required
testing maintenance and repair. Access and clearance
shall require a minimum of one (1) foot (305mm)
between the lowest portion of the assembly and grade
floor or platform. Installation shall be elevated more than
five feet (1524mm) above the floor grade shall be
provided with a permanent platform capable of
supporting a tester or maintenance person
1403.3 Specific Requirements
Flushometer valves of water closets and urinals shall be
equipped with an atmospheric vacuum breaker

Ballcocks shall be installed in water closet and urinal


tanks

Water closets flushometer tans shall be provided by an


approved backflow prevention assembly, device or
method
Heat Exchangers
Heat exchangers used for heat transfer, heat recovery or
solar heating shall protect the potable water system from
being contaminated by the heat transfer medium.

Single wall heat exchangers used in indirect fired water


heaters shall meet the following requirements

Connected to a low pressure hot water boiler limited to


maximum of 30psig by an approved safety and relief valve
Heater transfer medium is either potable or contains fluid having
toxicity rating or class A1
Water supply inlets to tanks, vats sump,
swimming pools and other receptors shall
be provided by one of the following means
- An approved air gap
- A listed vacuum breaker installed
- A backflow preventer suitable for he
contamination or pollution installed
Materials for all potable water carrying-pipe,
tube, and fittings for the purpose of supplying
drinking water shall meet the requirements of
NSF 61. Similar materials shall be used in a
water supply piping system, except valves and
similar devices

Material specifications and sizes for building


water piping and building supply piping shall be
in accordance to Table 14-4
Local Authority to Approved CPVC Pipe Within
Residential Buildings Under Specified Conditions
The use of CPVC is allowed provided of the following
conditions are satisfied:

a) Permit Conditions
b) Approved Materials
c) Installation and Use
d) Certification of Compliance
e) Worker Safety
f) Findings of Compliance
g) Penalties
The use of Copper tube for water piping shall
have a weight of not less than Type L

All hard drawn copper tubing used for water


supply piping shall marked in accordance with
ASTM B 88 Seamless Copper Water tube. The
colors shall be : Type K, green; Type L,blue;
Type M, red.

All flexible copper water connectors shall be


installed in readily accessible locators
All cast iron fittings used in potable water piping
system and with sizes up to 2 inches, shall be
galvanized.
All malleable iron water fittings shall be
galvanized
All piping and tubing that has been used for any
purpose other than for potable water systems
shall not be installed in any potable water piping
Any water piping system with approved plastic
materials installed in a water service piping shall
be replaced when water service piping is used
for electrical grounding purposes.
Solder shall conform to the requirements of
section 1404.9.1

Soldered Joints.
- Joints in copper tubing shall be made by appropriate use of
approved copper or copper alloy fittings
- Surfaces to be joined by soldering shall be cleaned bright by
manual or mechanical means
- Joints shall be properly fluxed with an approved- type flux and made
up with approved solder.
- All solder and fluxes shall be manufactured to approved standards.
- Solders and fluxes with lead content that exceeds to-tenths of one
percent shall be prohibited in piping system used to convey water
Water pipe and fittings with a lead content that
exceeds eight percent shall be prohibited on any
piping system used to convey potable water.

PEX
Cross linked polyethylene tubing shall be marked
with appropriate US or European standard
designations indicating that the tubing has been
approved. PEX tubing shall be installed in
compliance with provisions of this section
Flexible Corrugated Connectors
Maximum allowed length for flexible corrugated
connectors of copper or stainless steel shall be as
follows:
Water Heater Connectors- 24 inches
Fixture Connectors- 30 inches
Washing Machine Connectors- 72 inches
Dishwasher and Icemaker Connectors- 120 inches
PEXALPEX and PEALPE
Cross linked polyethylene (PEXALPEX) and polyethylene aluminum
polyethylene (PEALPE) composite pipe shall be marked with the
appropriate US or EU standard designations indicating that the tubing
ha been approved. PEXALPEX and PEALPE piping shall be installed in
compliance with provisions of this section

[ PEXALPEX is not adopted for use in potable water supply and


distribution system.]
Exception Use of PEXALPEX piping is not permitted for
medical applications
1405.0 VALVES
All 2 inches in size and above valves shall be brass or
other approved materials. Gate or ball valves shall be a
fully way type with working part of non corrosive material

Discharge of side of each water meter and on each


unmetered water supply shall be provided with a full way
valve to control all outlets.

One or more shutoff valves shall be provided in each


multi-dwelling unit so that the water supply to that
dwelling unit can be shut off without stopping water
supply in other dwelling units
All valves that controls two or more piping sections shall
be full way gate valves, ball valves or other approved
valves designed and approved for service intended.

All water supplied appliance shall be provided with a


control valve installed ahead od each water supplied
appliance and ahead of each slip joints or appliance
supply.

All shutoff valve or control valves shall be accessible

A single control valve shall be installed on a water supply


line ahead of any automatic metering valve that supplies
a battery fixture.
1406.0 TYPES OF JOINTS

1406.0 GRAVITY SUPPLY
TANKS
Gravity tanks for potable water shall be
lightly covered and have not less than a
sixteen square inch overflow screened with
copper scree having not less than fourteen
nor more than eighteen openings per linear
inch

Inadequate Water Pressure
Any Fixture and/or fixture fittings that require residual
pressure higher than fifteen pounds per square in that
minimum residual pressure shall be provided

Excessive Water Pressure


When static water pressure exceed 552 kPa an
approved type pressure regulator preceded by an
adequate strainer shall be installed and the static
pressure reduced to 552 kPa or less.
All pipi size determination shall be bases on 80% of the
reduced pressure when using Table 6-6
An adequately sized expansion tank or other approved
device having a similar function to control thermal
expansion shall be provided when water system
provided with a check valve, backflow preventer or any
other normally closed device that prevents dissipation of
building pressure back into the water main.

Any heating equipment with water storage shall be


provided with an approved, listed, adequately sized
combination pressure and temperature relief valve
Each pressure relief valves shall be approved automatic
type drain, and shall be provided in each relief valve and
shall be set at a pressure of not more than one hundred
150 pounds per square inch.

No shutoff valve shall be installed between relief valve


and the system or in the drain line.

Relief valves installed inside a building shall be provided


with either galvanized steel, hard drawn copper piping
and fittings, CPVC or listed relief valve drain tube with
fittings
An approved water pressure relief valve shall be installed
between any water heating device connected to a
separate storage tank, having valves between said
heater and tank.

Vacuum relief valve shall be installed on the storage tank


or heater whenever the hot water storage tank or indirect
water heater is located an elevation above fixture outlets
in the hot water system.
1409.0 INSTALLATION
Installation

Pipe support shall be provided in all water piping system


in accordance with Section 3.14
Burred ends shall be reamed to full bore of the pipe or
tube.
Use appropriate fittings on piping system that changes
direction.
All piping, equipment, appurtenances and devices
shall be installed in a workmanlike manner in
conformity with the provisions and intent of the code
No pipe shall be laid in the same trench as building
sewer or drainage piping

No water pipes trench shall be of clay or materials that


are not approved for use within a building provided the
following conditions met:
- the distance between the bottom water pipe shall be at
least 12 inches above top of the sewer or drain line
- the horizontal distance between the water pipe place
on a solid shelf excavated at one side of the common
trench shall be with the minimum clear distance of at least
12 inches from he sewer or drain line
Any water piping installed inside the building and in or
under concrete floor slab resting on the ground shall be
installed in accordance with the following requirements:

An approve type of protective coating shall be provided for all


ferrous piping and shall be machine applied in accordance with
recognized standards.
An equivalent protection shall be provided for field wrapping and
shall be limited to short sections.
Zinc coating (galvanizing) shall not be allowed for protection of
piping or fittings
Joints shall not be installed in copper water piping. Joints are
permitted, provided they shall be brazed, and fittings shall be
wrought copper
Testing
The hot and cold water supply piping system upon
completion shall be tested and proved tight under a
water pressure not less than 150% OF THE WORKING
PRESSURE under which it is to be used.
Potable water source shall be tested at fifty pounds per
square inch air pressure as a substitute water test.
The piping system shall withstand the test without
leaking for a period of not less than 15 minutes
Unions
Regulating equipment, water heating, conditioning tanks,
valves and similar equipment shall be provided unions in a
water supply piping not more than 12 inches away of
equipment for the purpose of removal or replacement
Location

Except as provided in Section 1409.7 no building water


supply piping shall be located in any lot other than the lot
that the building water piping is connected:

This code shall not prohibit the use of the of all part of an
abutting lot to:

- Access a connection for a building supply to an available


public water service.
- Acquire additional space for a building supply.
Low-pressure Cutoff require on booster pumps for water
distribution system.
- the cutoff switch shall be set for not less than ten psi.

Disinfection of Potable Water System
- prior to use of newly constructed or altered potable
water piping system, all affected potable water piping shall
be disinfected using procedures below:

based on the manufacturing specifications and instructions
1410.0 SIZE OF POTABLE
WATER PIPING
Water piping systems shall be designed not to exceed
the maximum velocities allowed by the code and
application standard.
The water supply pipe and meter shall be adequately
sized to provide pressure losses due to water filter, water
softener, backflow prevention device installed in any
water supply line
The amount of water required to be supplied to every
plumbing fixture shall be represented by fixture units.
All friction loss data shall be obtained from Table 10A to
10H of this code
On any proposed water piping installation sized using
table 14-10, the conditions stated in 1410.6 shall be
determined.
In sizing meter and building supply pipe use Table 14-8
and following the procedure stated in 1410.8
No branch piping is required to be larger than that
required by Table 14.9 for the building supply pipe
The size of branches and main serving flushometer
tanks shall be consistent with the sizing procedures for
flush tank water closets
Water piping systems shall not exceed the maximum
velocities listed in this section.
1411.0 Drinking Water Treatment
Units
Drinking water treatment units shall be marked with the
appropriate standard designations indicating that the
equipment has been approved and tested to meet the
requirements of the appropriate standard referenced
Discharge from all drinking water treatment units shall
enter drainage system through an air gap or air gap
device that meets the requirements
The tubing to and from drinking water treatment units
shall be of a size and material as recommended by the
manufacturer
Residential water softener shall be sized per installation
of a kitchen sink and dishwasher laundry and automatic
clothes water permitted without additional size increase.
1412.0 Domestic Hot Water
Distribution System for Facilities
and Clinics
The domestic water heating equipment and distribution
system shall supply water temperature and amounts and
appropriate diversity factors maybe utilized
At least two pieces of hot water heating equipment shall
be provided to supply hot water for dishwashing and
minimum patient services hand washing and bathing
services.
Instantaneous heaters are permitted for supplying hot
water to hand washing and bathing fixture if a continuous
mechanical recirculation
Water storage tanks shall be fabricated of corrosion
resistant materials or lined with corrosion resistant
materials
At fixtures where water exceeding 52C is accessible to
patients or personnel warning signs in letter at least2
inches high shall be posted above fixtures

Sectionalizing valves shall be provided as required by


Section 1405.8
