The Ministry of Education of Malaysia is a


government ministry responsible for
Malaysian educational matters.

It is only in charge from pre-school up to


secondary level of education. The tertiary
education is taken over by a new ministry,
Ministry of Higher Education.

The current minister is

NATIONAL PHILOSOPHY OF EDUCATION
"... an educational program that includes curriculum and
co-curricular activities which encompasses all the
knowledge, skills norms, values, cultural elements and
beliefs to help develop a pupil fully with respect to the
physical, spiritual, mental and emotional aspects as well
as to inculcate and develop desirable moral values and to
transmit knowledge"

The Education Act, 1996 repealed the


Education Act 1961.

The Act stipulates the use of the national


language as the main medium of instruction,
a national curriculum, and common public
examinations.

The Act gives greater prominence to values in


education and aims to ensure relevance and
quality in the education system.

The Curriculum Development Centre (CDC)
of Malaysia became an operating agency in
January 1973 and became a division of the
Malaysia Ministry of Education in May 1974.

It was an outgrowth of both the First and


Second Malaysia Plans.

The CDC is responsible for bringing


Malaysian curricula up-to-date and ensuring
that these curricula meet the changing needs
of the Malaysian society.

The division is responsible for the general


development of the Malaysian School
Curriculum and to create relevant and
effective curriculum of quality at all school
levels.

To carry out these responsibilities the division


undertakes research studies, evaluation,
formulation and provides teaching aids and
training for officers involved in the
implementation of co-curricular programs.

of curriculum in line with current and future

Projects of the CDC include

1. the special project for the improvement of science


and mathematics teaching in the primary schools
(Projek Khas);
2. the secondary school science and mathematics
project; the language unit and projects;
3. the population education project; the social science
studies project;
4. the compensatory education project; the Pahang
Tenggara Project;
5. the prototype research and quality control unit; the
evaluation unit; and the resource centre.

(i) Ministry Level
The proposal curriculum will be
presented to the Central Curriculum
Commitee for comment and approval.
Where there are significant financial
implications approval is required from
the Educational Planning Committee.

(ii) At the state level, the State
Curriculum Committee headed by the
State Director of Education :
1. monitors, assesses and guides principals,
headmasters,and teachers in the
implementation of the curriculum.
2. coordinates the implementation of activities
between policy makers and implementors at the
Ministry, division/district and school levels.
3. coordinates the use of resources for curriculum
implementation plans, manages and
coordinates courses organised for teachers by
the State Education Department
4. plans, manages and implements innovative
projects

At the district level, the planning and


implementation activities are carried out
by the District Curriculum Committee.
Similarly, at the school level, the School
Curriculum Committee provides
guidance and assistance for
implementing curriculum at the school
and classroom level.

Functions:
1. responsible for co-ordinating all levels of preparation
in implementing any curriculum programs approved by
the Central Curriculum Committee;

2. to ensure co-ordination between the divisions of the


Ministry and the State Education Departments in the
implementation of the curriculum;

3. to gather feedback on curriculum implementation at


the State, division/district and school levels;

4. to organize forums to discuss successful innovative


programs implemented at SR/08/08
the State level. 16

The CDC places importance on the


participation of teachers and teacher trainers as
they are in the best position to ascertain the
most effective delivery of the curriculum.

The CDCs involvement in the preparation for


implementation is only at the stage of
disseminating the curriculum to key persons
who are charged with the responsibility of
disseminating the new program to the
practitioners.

These may include:
1. teacher factors (their qualification, motivation,
skills, content, clarity, etc),
2. pupil factors (motivation to learn, readiness to
schooling, interest in school and learning etc),
3. school factors (class size, management,
facilities, school complex etc),
4. and others e.g. language of instruction,
insufficient learning materials, teaching aids,
attitude of teachers, and learners etc.

Suggestions

a) Preparation of teachers
Teachers need to be prepared
to implement the changes.
E.g. IN SERVICE TRAINING

Getting information spread down


to grassroots effectively have to
be planned now.

b) Preparation of teaching and
learning materials
New curriculum materials need to be prepared
simultaneously for all subjects. These include
textbooks, modules, guidebooks, interactive
materials and other support materials.

These materials need to be disseminated to all


schools before the academic session commences
early in the year.

(b) Provision of ICT Facilities

The use of leading edge technology need


to be emphasized in the teaching and
learning process.

The different approaches and effective use


of ICT, provision of ICT infrastructure to all
schools have to be looked into.
