I. Rationale
Project LAMPARA (Leadership and Accessibility through strategic
Management,Productive and Result-based Academe) is a School-based
Development Program of Don Juan F. Avalon National High School
anchored on the District Project Light (Leadership, Innovations and
Shared Governance Through Highly Motivated School Heads and
Teachers). This will be implemented through a contextualized decision-
making and learning process under the philosophy of strategic
leadership for teaching and non-teaching staff which will lead to a
maximum learning performance for the students. The project envisions
empowering teaching and non-teaching staff with various applicable
classroom management approaches which will suit to the current
situation in DJFANHS.
The project will effectively empower teachers strategic classroom
management, well-oriented non-teaching staff, academic innovations
and highly-supportive stakeholders to achieve globally competitive
academe. Based on the provision on Republic Act 9155 also known as
Governance of Basic Education Act 2001 which promote and protect
the right of all citizen to quality basic education serves as its main
cornerstone along with the aim of District Project LIGHT.
The project will address the poor academic performance of the
learners by solving vital issues in the school such as: (1) time on task
among teachers and non-teaching staff (2) insufficient and
inappropriate strategic classroom skills and practices (3) poor support
among stakeholders and (4) low performance among non-teaching
staff.
Hence, project LAMPARA is expected to produce globally
competitive learners, highly- supportive stakeholders, competent and
passionate teachers and non-teaching staff.

stakeholders with strategic leadership to improve the students academic
performance and other key performance indicators.
