DEVELOPMENT
Rural Development is the process of
improving the quality of life and
economic well-being of people living in
relatively isolated and sparsely
populated areas.
SIGNIFICANCE OF RURAL
DEVELOPMENT
Majority of Indian population lives in RURAL
Areas
RD Remove poverty of villagers and increase
their Income
In process of Development employment
opportunities will be generated in Rural areas , to
solve the problem of unemployment
To prevent migration from Rural to Urban areas
Check on migration towards towns will improve
environment and atmosphere of towns- Reduce
pollution and check expansion of slums in towns.
KEY ISSUES IN RURAL DEVELOPMENT
It was observed that economic reforms have neglected the agriculture
sector which results in GDP declined to 2.3% P.A during 1990s.
Decline in public investment since 1991 is seen as major reason for
this. Economists and scholars have identified certain keys issues
that associated with rural development which include:

DEVELOPMENT OF INFRASTRUCTURE : Electricity, irrigation , credit


,marketing facilities
DEVELOPMENT OF HUMAN RESOURCES :issues like literacy , skill
development, health care
POVERTY ALLEVIATION :to improve living conditions of weaker
sections
PROBLEMS OF RURAL CREDIT
AGRICULTURE MARKETING
RURAL DEVELOPMENT SCHEMES
FIKRA DEVELOPMENT SCHEME(1947):This
scheme launched by madras state.Main
centres of development
agriculture,industries,irrigation and veterinary.
NILOKHERI PROJECT(1947): Launched for the
settlement of refugees.
ETAWAH PROJECT(1948):Launched by ALBERT
MAYOR.AIM to develop villages in the fields
ofg agriculture,cooperation and public health.
STRATEGIES 0F RURAL DEVELOPMENT
PRODUCTION ORIENTED ACTIVITIES :
TARGETING PRODUCTION AND SERVICES.For
example-subsidized fertilizers,providing
irrigation,credit,locating village industries and so
on.
NON PRODUCTION ORIENTED ACTIVITIES:
TARGETING LIVING STANDARDS. The first type of
activities are defined as rural development
measures. These activities may affect the whole
community or a particular section of community.
PANCHAYATI RAJ
INSTITUTIONS
1. Emergence of panchayati raj institution in villages.
2. Balwant rai mehta commitee suggested for the
creation of PRI for implementing the CDP.
3. BASIC ARGUMENT: people should be given power to
rule over the villages. The PANCHES would implement
the programme.
4.New forms of development programmes were included
in it:
1. increase in agricultural production
2. Area development programme
3. Programme for special target groups
GOVERNMENT PROGRAMMES
COMMUNITY DEVELOPMENT PROGRAMMES :
launched on 22nd oct 1952.
AIMS: development of agriculture and related
matters, irrigation ,communication ,education
,health,supplementary
employment,housing,social welfare and training.
CRITICISM:project became highly
bureaucratized,no proper
implementation,corruption
