Procurement Planning
Involves identifying programs, activities, projects
needs of an agency, which includes deciding on the
following:

Whether to procure
What to procure
How to procure
Where to procure
How much to procure
When to procure
All procurement should be within the
approved budget of the Procuring Entity (PE)
Should be meticulously and judiciously
planned by the PE concerned
Only those considered crucial to the efficient
discharge of governmental functions* shall be
included in the APP
(*required for the day-to-day operations or
is in pursuit of the principal mandate of the
procuring entity concerned [Sec. 7.1, IRR])
APP - shall include provisions for foreseeable
emergencies based on historical records
(Sec. 7.1, IRR)
For infrastructure projects - APP shall consider
the appropriate timing/phasing of related
project activities to reduce/lower project costs
(e.g., engineering design and acquisition of
right of way) (Sec. 7.1, IRR)
No government Procurement shall be
undertaken unless it is in accordance with the
approved APP of the PE
Legal Bases - Section 7, R.A. No. 9184
The APP shall be approved by the Head of
the Procuring Entity (HOPE) and must be
consistent with its duly approved yearly
budget
The APP shall bear the approval of the
HOPE or second-ranking official
designated by the HOPE to act on his
behalf (Sec. 7.2, IRR)
The APP shall be formulated and revised
only in accordance with the guidelines set
forth in the IRR (Sec. 7.3, IRR)
Updating of the PPMPs and APP - every six (6) months
or as often as may be required by the HOPE

What is a Procurement Project Management Plan (PPMP) ?

it is a procurement plan for goods, infrastructure projects


and consulting services that shall specify the type of
contract to be employed, extent/size of contract,
scope/packages, the procurement methods to be adapted,
(indicating if the procurement task is to be outsourced),
time schedule for each procurement activity and the
estimated Budget for each procurement. The end user is
responsible for the preparation and updating of the PPMP
which shall be done every (6) months or as often as
required by the Head of the Agency

What is an Annual Procurement Plan (APP) ?

it is a consolidation of all PPMPs for a procuring entity that is


scheduled for procurement for a calendar year. It shall also
include provisions for foreseeable emergencies based on
historical data/records. Implementation of projects not
included in the APP shall not be allowed. The APP, once
approved by the LCE for the current year shall be submitted to
the GPPB, through the DBM ROs, within five (5) working
days after the obligational ceiling has been issued by the Local
Budget Officer in accordance with the approved Local Budget
Matrix.

What is a Procurement Monitoring Report (PMR) ?

procurement monitoring report shall cover


all procurement activities specified in the
APP, whether ongoing and completed,
from the holding of the pre procurement
conference to the issuance of notice of
awards and the approval of the contract,
including the standard and actual time for
each major procurement activity.
Responsibility of the BAC

Shall be approved and submitted by the HOPE to the GPPB in
printed and electronic format within 14 c.d. after the end of each
semester

All NGAs, GOCCs, GFIs, SUCs, and LGUs,
through their BACs and BAC Secretariats,
shall post or cause to be posted the
following:
Annual Procurement Plan
Procurement Monitoring Report
List of NGOs, CSOs, or professional associations invited as
Observers
Blacklisting and Delisting Orders against Suppliers,
Constructors, and Consultants
The BAC, thru the BAC Secretariat,
shall post the APP, PMR and the List of
Observers in the PEs website and in the
GPPB website
The BAC Secretariat shall submit
electronic copies of said reports to the
GPPB Technical Support Office (TSO)
via email
An updated APP must be posted every
quarter or at an earlier period as may
be determined by the BAC
