Parameter HspaPower specifies the offset between total HSPA power and the max transmission power of a cell.
The total HSPA power is the maximum value of HSPA dynamical power can be adjusted.

Above result showed in RNC Bogor, around 10% and 8% improvement of Ec/Io respectively Scanner and UE

By shortening CM, UE keep longer in 3G which is much more favorable for data service. Data Traffic and
Throughput increased in RNC Solo. Hysteresis parameter changes impact on both Data and Voice service.

IRAT Threshold can be tuned for specific services. This trial we changed only R99 in RNC Cirebon :
Total DL R99 Traffic increased, while Drop Call Rate slightly degraded.

EFD is the solution to signaling storm:


The RNC transits a UE to the CELL_PCH state instead of idle mode upon receiving an SCRI message from the UE or UE inactivity timer expires.
In this case, when the UE periodically sends heartbeat messages, the signaling procedure between UE and RNC is simplified because the RRC connection is
maintained.
As the number of signaling exchange messages decreases, significant CPU resources can be saved for the RNC, and the UE consumes about the same low
amount of battery power as a UE in idle mode.
RNC-initiated state transition of UEs has no impact on user experience. UEs can save power when entering the CELL_PCH state.

For the pre fast dormancy UEs, the RNC checks for compatibility issues after receiving an SCRI message. If there are no compatibility issues, the RNC puts
the UE into the CELL_PCH state.
For the R8 fast dormancy UEs, the RNC puts the UE into the CELL_PCH state after receiving an SCRI message.

In EFD, UE that has low activity now moved to cell PCH state with simpler signaling procedure rather than
keep in DCH or disconnected to idle. Huge benefit on SPU load and UE battery life, while PS Drop formula
need to be revised since the introduction of new state of CELL_PCH.
