Although this law has seen many revisions, the goal remains the same. Under this
law children with disabilities are guaranteed these six principals to make sure
they receive the best education possible.

Individuals with Disabilities Act
(I.D.E.A.)
Signed into law on November 29, 1975 by President Gerald Ford to assure that
children receive a free appropriate public education as well as effective
services, and to ensure the rights of those with disabilities, as well as their
families, within the school system. The purpose of what is known as the Bill
of Rights for exceptional children was also to assist the states and districts
with the resources necessary to facilitate students with special needs.
This act also made more effort to hold the states accountable to helping their
exceptional students.
This act was originally known as the Education for All Handicapped Children
Act, but was revised in 1990 to be more politically correct and less offensive.
This law created a list of identified disabilities that qualifies pupils for special
education and this has helped in delivering personalized education for varying
disabilities.
Individualized Education Plan

Individualized education plans (IEP) are a detailed, written out plan for how to
reach the goals of a student with disabilities. It is put together by a group of
professionals from different disciplines, as a management tool for students who
need services for their disabilities. Individuals who are between the ages of 3-21
are eligible to receive an IEP to assist their special education.

Homebound

The mission of Homebound is to assist students that have become ill or injured
and need help with their schooling for 15 days or longer. General and special
education teachers either travel to the students or educate via online

What is considered a Least Restrictive
Environment?
When it comes to teaching special education students, there is plenty of
controversy over what the ideal environment is to teach.
Under the guidelines of I.D.E.A. the least restrictive environment for an
exceptional student would be considered a general education classroom. If the
classroom is an appropriate environment for the student then this is considered
to be the best educational environment. This is to be practiced to the maximum
extent possible.
