Concept

 Disaster communication systems for relief purposes

 The communication needs of disaster management
 Tactical communications (among relief workers on
disaster site with province & state administrations )
 Strategic communications (among affected area with
country and the outside world)
International Convention

 Tampere Convention, Finland, 1998

Disaster communications matters for minimizing
regulatory barriers, customs clearance procedures,
and provision of telecommunications assistance
 Resolution No. 7 WTDC-94, Buenos Aires, 1994
Urges all administrations to remove national
regulatory barriers in order to allow the unhindered
use of telecommunications in disaster mitigation and
relief.
 The 54th session of the United Nations General
Assembly 1999, called in its resolution 54/233 for
the ratification and implementation of the Tampered
Convention

VSAT System

 Portable VSAT System with

up to 1 mbps bandwidth to
internet
(1.2 – 2.4 meters)
 Using DVB-RCS technology
 Emergency Base
Partnership Contract with
Network Access Provider to
be able allocate 1 mbps
bandwidth when needed
Phone (Voice) System

 Two alternatives for telephone gateway:

– VoIP gateway at location to VoIP gateway at other
place, and terminated to fix phone line
– VoIP gateway at location, peered with
International VoIP Gateway
 For on location phone distribution
– VoIP client box + regular phone or IP Phone
connected with wireless system
– Local GSM 900 MHz
Local GSM Network

 Concept:
– All people have their own GSM Phone
– Providing a new GSM SIM Card, we can re-
connected all GSM Phone with new local number,
where the GSM Operator coverage is not
available
– All GSM Phone can call each other with free cost
– One GSM 900 BTS can cover up to 16 km area
Local GSM Network

 Equipment:
– 1 GSM 900 BTS
– 1 omnidirectional antenna or 4 sectoral antenna
– 100 GSM 900 SIM Card
– SIMcard R/W Equipment System
Land Mobile Radio

 Functioning as UHF/VHR Radio repeater

 HT (handy talky) as distribution point
WiFi & WiMAX System

 WiFi
– 2 Access Point, 4 sectoral antenna
– 10 Watt 2,4 GHz booster
– Antenna Cable (LMR)
– 20 units 80211.b Client
– 10 Laptop (wireless ready)
WiFi & WiMAX System

 WiMAX
– 1 Access Point with omni-directional antenna
– Antenna Cable (LMR)
– 10 units WiMax Client
Other Network Equipment

 10 units 16 port 10/100 Switch

 10 Notebook
– Windows 2000/XP & MS Office installed
– WiFi ready, USB, CD-Writer, Security Cable
