EDUCATIONAL PLANNING FOR THE NATION

I. INTRODUCTION

A discussion on the approaches to


educational planning a prior understanding of
essential components of educational planning.
- Adriano Arcelo
1.1 Goals and Objectives:

They may be in relation to the aspirations,


ideology and values adhered to by a given society
or problems to be solved which may partake of
political, economical and social dimensions.
1.2 Visions and Directions:

Analysis of the present situation and


problems, and provides a scenario building to
define the ideal state (vision) in education, and the
required directions, process and strategies towards
the realization of the vision so defined.
1.2.1 Situational Analysis

It delves into the past and present trends in


education, the relevance of present educational
objectives, students’ intake across educational
levels, and manpower resources in education.
- Has there been underinvestment or
overinvestment in education in some areas?
- Do performance indicators in education show
social and economic optimality in educational
investment?
- Is the education sector effective in responding to
the educational needs of all people?
- Is the educational delivery system efficient? If
not, what are reasons and could there be
avoided?
1.2.2 Educational Vision:

It is an articulation of the ideal state of


education taking into account concerns for
effectiveness, equity, excellence, efficiency and
relevance in the light of the aspiration and
development of students, teachers, school officials
and society.
- All school-age population are in school and drop-
out rate is acceptable.
- All school leavers are functional literates.
- Post- graduates are gainfully employed.
- Professional graduates are able to exercise
leadership.
- Educated class of society are able to protect the
democracy.
1.2.3 Processes and Strategies:

Design alternative processes and strategies,


which must be subjected to a feasibility test and be
presented for sound arguments.
1.3 Time and Priorities:

Educational planning should be time framed.

It is a continuous process of review and


updating every year.

Problems should be prioritized accordingly.


1.4 Optimality Condition in Education Plan:

Effectivity and efficiency could be achieved if


educational outcomes are maximized with a
minimum use of educational inputs.
