If not, what are reasons and could there be avoided? 1.2.2 Educational Vision:
It is an articulation of the ideal state of
education taking into account concerns for effectiveness, equity, excellence, efficiency and relevance in the light of the aspiration and development of students, teachers, school officials and society. - All school-age population are in school and drop- out rate is acceptable. - All school leavers are functional literates. - Post- graduates are gainfully employed. - Professional graduates are able to exercise leadership. - Educated class of society are able to protect the democracy. 1.2.3 Processes and Strategies:

which must be subjected to a feasibility test and be presented for sound arguments. 1.3 Time and Priorities:

It is a continuous process of review and
updating every year.
Problems should be prioritized accordingly.
