Gasan’s Vulnerability
 Gasan lies in liquefaction prone areas making the communities, properties, services and
businesses more at risk to hazard. The indiscriminate dumping and burning of garbage along
coastal, rivers and creeks, increasing informal settlers and illegal activities within the protected
and critical areas, and illegal structures along waterways, improper construction or non-
development drainage system making the people highly exposure to risk and further aggravate
their vulnerabilities to hazard may result to greater negative impact when disaster happen.The
underlying and aggravating conditions, if not properly addressed will result to greater risk and
imperil the realization of the desired outcomes in terms of human, agricultural-fishery
development and tourism trusts and other development priorities in the baranggays.The high
risk and vulnerability situations pose a major challenge and hence unacceptable that should be
reduced to the minimum level.
 Being an island province of more dependent on natural resources and have fewer resources
to invest in preventing and mitigating the effects makes the province more vulnerable to the
risk of climate change.

2 days heavy rains brought by this typhoon with a strong


wind of 140 kph gustiness at 190 kph moving north west
direction resulted to overflowing in silted rivers and part of
the flood plains in Gasan.

-Flood depth ranges 0.30 m to 1.20 m lasted for about 6 hours.


Typhoon Reming(Signal No.4) 13 baranggays -disrupted water supply for 1 week in urban.

November 30 to December 1, 2006-Flooding and 2 urban baranggays -2 weeks for major rural built-up areas

Trend of Settlements and its Impacts
 Gasan is viewed as the home of small scale cottage industry and proposed to
be the source of wood-based products, based on the LGU’s Comprehensive
Land Use Plan. The main sources of woodbased products are susceptible to
RIL. Brgy. Pangi is being recommended by the municipal government of
Gasan for its urban expansion, which is susceptible to floods.
 The mangrove resources are in the midst of depletion. People ravaged
these areas without control for livelihood purposes where they can cut and
collect these for firewood and other uses. The coral reefs which serve as
sanctuary for fishes and other marine life have been depleted because of the
continued use of illegal fishing methods and other factors like pollution.
 It should be noted that the higher the number of the population located in
high susceptibility areas increases their susceptibility to hazards thus the
need for more adaptive capacity strategies.
Prevention
Disaster Prevention – the outright avoidance of adverse impacts
of hazards and related disasters. It expresses the concept and
intention to completely avoid potential adverse impacts
through action taken in advance such as construction or dams
that eliminate flood risks, land-use regulations that do not
permit any settlement in high-risk zones and seismic
engineering designs that ensure the survival and function of a
critical building in any likely earthquake.
