Let’s Start With
Why this Change is Important
• Tighter NDT regulations means better
inspection practices. Better inspection
practices means safer equipment!
 Devastating accidents like this can result in
injury, loss of life, property damage, work
stoppages, bad publicity, etc.
 Can you afford it?
• If you own or operate any of the
equipment affected by the regulations,
then there’s a risk that your operations
could be shut down or delayed due to
non-compliance.
Our goal today is to help you understand the importance of proper inspection
so that your equipment is safe and compliant.

What Is the Change?
• Effective January 1st, 2017, the new law specifically defines
what nondestructive testing methods are acceptable and who is
qualified to perform them.
• Affects the following construction equipment:
– All cranes used to lift personnel, to be tested every 12 months
– Pre-erection inspection of tower cranes
– Suspended work platforms, to be tested every 12 months

What Is the Change?
The biggest issue was that Nondestructive Testing was never properly
defined or explained in past editions of the construction regulations.
Current Wording (2017) Previous Wording
Every non-destructive test required by this “…….using methods of non-destructive
Regulation shall be carried out and testing approved by the Canadian General
interpreted by a person who has been Standards Board”
certified by Natural Resources Canada to
the appropriate level in accordance with
CAN/CGSB Standard 48.9712-2014, Non-
destructive Testing – Qualification and
Certification of Personnel.

The previous poor wording resulted in the following consequences:


• Allowed non-certified personnel to perform NDT
• Because NDT wasn’t defined, and nobody knew what CGSB was, some inspectors
claimed that visual inspection was “non-destructive” when it is not.
• Overall inspection quality was lowered by unqualified inspectors.

What Is the Change?
• The new regulations further define “non-destructive testing” to
mean one of the following methods of testing or examining a
material, component or part to evaluate its condition without
subjecting it to physical distortion, damage or destruction:
1. Eddy current testing
2. Magnetic particle testing
3. Liquid penetrant testing
4. Radiographic testing
5. Ultrasonic testing

Note that visual inspection does not qualify as NDT

Why is Visual Inspection NOT considered an NDT method
by the new Construction Regulations?
Though it is useful, visual inspection does have its limitations.

Preferred NDT Methods
• Out of the major methods endorsed by the Construction Regulations (MT, PT,
UT, ET, and RT), Magnetic Particle Inspection and Ultrasonic Testing are
probably the most useful for construction equipment.
• MPI excels at detecting surface breaking continuities on steel (as seen in our
visual inspection exercise).
• UT is an excellent method for finding flaws in bolts
and pins.

Revisions to the Law
Cranes With Suspended Manbaskets
• Before the crane is first used to lift persons, and at least once
every 12 months after the first test, a professional engineer
shall ensure that the crane be subjected to non-destructive
testing to ensure the structural integrity of the crane.

Revisions to the Law
Pre-Erection Inspection on Tower Cranes
• Before a tower crane is erected at a project, a professional
engineer shall ensure that the structural elements and
components of the crane be subjected to non-destructive
testing to ensure the structural integrity of the crane.

New Addition to the Law
NDT now required on suspended work platforms
• At least annually, a representative sample of each type of
structural component shall be randomly selected and
subjected to non-destructive testing.

Understanding NDT
• NDT is a not very well understood trade.
• Most people know to check a welder’s
qualification card or to check a crane operator’s
license.
• But how do you know whether or not a NDT
technician actually is qualified?
There is a way!
1. NRCAN website – i.e. Google “nrcan
certified NDT personnel”
2. CGSB card

MT – Magnetic Particle Inspection
UT – Ultrasonic Testing

• Typically, level 1 & 2 are your field
service technicians
• Level 3’s can write their own
procedures

Expiry date:
• Renewed every 3 or 5 years
• Practical recertification exams
required every 10 years

Key Characteristics of a Good Report
• Proper equipment ID (i.e. serial number, model
number, date of manufactory, etc.)
• Areas inspected and the NDT methods used on each
area are properly identified.
• The Name or Registry Number of the Inspector who
performed the inspection so you can verify their CGSB
certification.
• The professional engineer’s stamp
