SITE ANALYSIS
A proposal for construction of Civic Centre on the site was approved by MCD in 1961 and the
land for construction was allotted in 1983. A national competition for design and construction of
Civic Centre was conducted in 1984 and in the year 1989, the architect
for construction was finalized. However the project could not be initiated for fifteen years owing
to various administrative bottlenecks and scarcity of funds.
SITE LOCATION AND DESCRIPTION
The proposed Civic Centre is located in New Delhi, at the intersection of Jawahar Lal Nehru
Marg and Minto road, opposite to Delhi Stock Exchange building. The site is bounded on the 4
sides up in the immediate vicinity by the following:

East: The eastern fringe of the site is bounded by Waqf board land and M.T.N.L. building
adjacent to the Waqf board land. G. B. Pant hospital, Zakir Hussain College and LNJP Naryane
hospital are other major sensitive receptors in a range of 500 to 700 m from the site. River
Yamuna is at a distance of 3 km from the site in eastern direction.

West: Vivekananda road (Minto road) is towards the west of the site. New Delhi Railway Station
(750 m), Police station (l00 m) and MCD Dispensary (200 m) are other sensitive receptors in
western direction. Delhi Ridge is at a distance of 2.5 kilometer from the site in western direction.

North: Jawahar Lal Nehru Marg runs along the northern boundary of the site. Ram Lila
Ground and wholesale markets of Old Delhi are further North at a distance of about 3 km
from the site.
South: In the immediate vicinity of the site in southern direction is CPWD hostel, Tagore
hostels and Press enclave. Institutional area of ITO, which houses important offices as
World Health Organization (WHO), Bureau of Indian Standards, Delhi Development
Authority (DDA), Income Tax Offices. Sale Tax Office is in the radius of 2 Km from the site.

PLANNING
 The site abuts the central part of Delhi which was designed by
Edwin Lutyens . The Britishers had developed this part as a
separate city with would cater to official and commercial
purposes. This plan has a very strong sense of geometry and
the overall design portrays a passionate and strong sense of
order and symmetry, which was especially inherent to the
architecture of the Mughals. Unencumbered and convenient
to the existing metropolis, this well drained site offered
virtually unlimited room for new buildings of all types with
the additional attraction of vistas over landmarks
encompassing the entire sweep of Indian history.

 But as one filters through this planned area-Connaught place


to the site, the planning grows into more of an urban sprawl
towards the Walled City-Old Delhi. The Walled City was
known as Shahjahanabad during the rule of the Mughals and
it served as their Capital. They thus achieved an architectural
synthesis of history and, at the same time, extended the
garden concept integral to the buildings of the Mughal period
to the avenues of New Delhi.

PROJECT INFRASTRUCTURE AND UTILITIES
Project would be designed as the most modern building in India, with state of art technology
and infrastructure. The infrastructure and facilities planned for the Civic Centre are highlighted
below:

INSTITUTIONS
As discussed earlier, Civic Centre would be designed as an institutional cum commercial
building, with 50% of the total floor area (58377.5 sq m) designated for institutional use and
would be occupied by MCD offices.

COMMERCIAL OFFICES AND CULTURAL BLOCK


50% of the floor area (58377.5 sq m) has been designated for commercial use, which includes
area for commercial offices, area for cultural activities, restaurants, banquet halls etc.
Commercial offices would occupy 46377.5 sq m of area and 12,000 sq m of area is for cultural
activities, restaurants, banquet halls etc.

PARKING
Parking facility for 2500 vehicle would be provided within the Civic Centre complex, with about
70,000 sq m of area. 50% of the parking would be for MCD officials and 50% would be for
commercial and cultural space. Parking would be distributed in incidental surface parkingzones,
as well as in three successive basements.

POWER SUPPLY
The power requirement for the complex is estimated to be at 1230 MVA. This is based on the
following parameters:
 The fire detection system shall be integrated with the smoke exhaust in the basement
 The fire detection system shall be integrated with an evacuation system and public address
system
Fire fighting system for the building would consist of wet riser and hydrant system, automatic
sprinkler system, automatic detection & alarm system and portable extinguishers. There would
be 6 number multistage multi outlets pumps of capacity 2850 LPM designed to get 3 kg/cm
pressure on terrace, one sprinkler, one wet riser and one stand by diesel engine driven pump
along with 6Jockey pumps in the complex.
The water required for the fire reserve will be stored in 6 different underground and terrace
tanks of variable capacity. Detail of the tanks for storage of water for firefighting is described
below: * 2number, underground water static tank of 2,50,000 liters capacity each. - 2 numbers,
terrace tank on 28 storied building, of 50,000 liters capacity each. - 4 numbers, terrace tank on 6
storied building of 20,000 liters capacity each.
Other measures that would be undertaken to make the Civic Centre complex fire resistant
include: * Sealing of all cut out for services like pipes, electric cables, A.C. ducts etc. with fire
resistant material of not less than two hours. Pressurization of lift lobbies and staircases
connected with the basements

WATER SUPPLY AND SEWAGE SYSTEM

City water supply from Delhi Jal Board (DJB) would be the major source of water to the complex.
Two separate connections would be provided, one for MCD and other for the remaining
complex. Tube wells would be developed as an alternate water sources and for other uses like
air conditioning etc. Water from tube well will feed the raw water tank and depending upon the
analysis report, minimum of pressure filter, softener and chlorination are proposed for
treatment of water.

Building would be fully centrally air conditioned - The workstation shall have computers and
other facilities.

The power for the project would be made available from BSES Yamuna Power Limited. Two
incoming feeder of 33 kV would be sought from the power authority. Based on the anticipated
demand, 2 number substations would be provided, one for institutional usage (building
occupied by MCD) and other for the commercial usage (building to be let out by MCD).
The substation is proposed to be located in a separate building in the corner of the plot on the
ground floor and basement. The 33 KV switchgear, transformer and 415 volt switchgear would
be located on the on the ground floor and DG sets would be in the basement.

CAPTIVE POWER GENERATION
Captive power generation units will be provided for the emergency back-up power requirement.
Captive power generation is proposed to be provided for 50% of the total power requirement. It
is assumed that air conditioning system will be shut down in case of power failure Captive
power generation unit include 6 numbers 1500 KVA and 2 number 750 KVA DG set for the
complex.

FIRE FIGHTING SYSTEM


As per the national building code, the complex falls under high occupancy category of group E
Firefighting system for the complex comprises of two components i) Fire detection system
ii)Firefighting system
Automatic fire detection system is recommended for the Civic Centre, with different types of
heat and smoke detectors for different areas of the building. Automatic fire detection system for
the building would consists of following components
 Multi criteria photo electric cum heat detector below the false ceiling in all areas other than
kitchen and pantries - Photoelectric smoke detector above the false ceiling in all areas. -
Photoelectric heat sensitive detectors shall be provided in the DG set area, HVAC plant room
pump room and electric room.
 Fixed temperature heat detectors in the kitchen and pantries.
 Manual call boxes in corridors and at entry point in each floor The maximum travel distance
to a manual call box shall be limited to 15 m and these shall be located 30 m араrt- The fire
detection system shall be integrated with the air conditioning system

HVAC AND BUILDING AUTOMATION SYSTEM
The building would be fitted with a central air conditioning system using water cooled
centrifugal chillers to provide summer monsoon cooling and winter heating. The salient feature
of the HVAC system design include optimization of power demand by installation of Energy
Recovery wheel (ERW) in the fresh air system, to reduce the refrigeration load by 80%, which in
turn will also reduce the air conditioning plant load by 12-15%.

The design also envisaged mechanical ventilation for the car parking area, toilets, pantry, plant
room and other similar areas. Mechanical ventilation for basement involves 10 air changes per
hour and in case of fire, same would be increased to 30 air changes per hour.

SOLAR WATER HEATING SYSTEM

Solar water heating system consisting of two solar panels of size 2 m x 1 m and hot water
storage insulation tank. The capacity of the solar water system is 316 liters per day per panel.

COMMUNICATION SYSTEM

The complex shall have latest communication infrastructure with both online and offline
transmission .
