Brief
 About Company
 Tata Power is one of the companies of the diversified Tata Group conglomerate.
 Coastal Gujarat Power Limited (CGPL), Tata Power's wholly-owned subsidiary,
has implemented the 4000 MW (800 x 5 units) UMPP near the port city of
Mundra in the state of Gujarat in India.
 The major business of the Company is Generation,Transmission, Distribution.

 Objective/ Purpose
 To prepare a perspective plan of CSR for 10-15 years for involvement in the key
sector like health, education, water, livelihood, sanitation, electricity and road.
( Plan shall include small term, medium term and long term plan )
 Implementation of the CSR projects/programs.

Description Brief
General Scope of Pre _Implementation:
Work (SoW) Evaluation of development profile of nearby villages and clustering them.
Evaluation of current scenario of these villages. (Infrastructure and Basic needs).
Involvement with the community to understand the problems. Carrying out in-
depth interview and Focus Group Discussion.
To evaluate the standard norms and benchmark and analyse the current need
scenario. i.e. GAP Analysis
Mapping the government plans/scheme with the identified gaps for dovetailing.
To tabulate the key challenges pertaining to the identified region
Village/Area wise graphical representation of amenities.
Mapping of Budget distribution with justification( area wise)
Prepare consolidated final report including identification of problems, causes of
potential bottlenecks in implementation, and providing specific recommendations

During Implementation
In line with the proposal and planning chart, develop a coherent implementation
plan within the committed timelines.
Be responsible for the operational implementation of this plan, under the direct
supervision and guidance of the CSR Specialist(Owner) and provide update on
implementation status

Terms of Reference
Description Brief

Location Team shall be based out of Mumbai with frequent travel to CGPL Mundra.

Duration Agency shall complete the preparation of CSR perspective plan within 4
months from the date of Notice to Proceed( NTP)
Payment Terms Payment shall be made based on the following milestones:
Submission and acceptance of development plan
Implementation of short term , medium term and long term plan
Qualification and Education: University degree in Social Work, Economics, Sustainability,
Competencies Human Rights or Labour Studies. Sound and knowledge of corporate
partnership & corporate responsibility.

Work Experience: Minimum Five years practical, professional work


experience in project coordination, project implementation, project
management of social development projects/CSR projects related to
business and human rights. Prior exposure to working on similar project will
be desirable.

Experience in monitoring and evaluation methodologies including


quantitative and qualitative approaches.

Selection Criteria The selection will be on the basis of technical evaluation & financial offer in
the ratio of 70:30. The criteria will be as follows:

the premises.

Monitoring and Evaluation

• Check alignment of the consultants identified programs with government


initiatives/policies.
• Review of deployed resources and its capabilities at work.
During Assessment

• Daily and weekly progress report of the key activities.


• Weekly review of key challenges pertaining to the village/area and ensure
harmony.
During • Monitor the completion of the project modules; analyze collected data of the
indicators in the project.
Project
implementaiton • Review of changes documented in project Performance Monitoring Plan (PMP)

 Internal auditing :Evaluate the CSR programs as a whole and determine whether
the organization has adequate controls to achieve its CSR objectives.
Value for Money
Social impact index :
• Net improvement in quality of life, and number of lives affected due to the
nature of the CSR activity and based on the needs of the Targeted Beneficiary (
in terms of increase in awareness in social, economic, health, environment,
education, political, and other areas of life etc)

Economic impact index:


• Net improvement in incomes, wealth, savings, and assets, and number of lives
affected, due to the nature of the CSR activity, and based on the needs of the
Targeted Beneficiary ( in terms of economic value created, income-generating
assets created etc).

ROI
• (Net Social Value created for TB +Net Economic Value created for TB)/Financial
Investment of the firm

External firms shall review the status every 6 months after the beginning of the project,
until at least after 5 years of the completion of the activities to ensure that the impact is
sustainable, and was not short-lived.

 As a part of sustainable strategy , Periodic interactions with communities
and dedicated community need assessment surveys are conducted to help
understand their concerns and requirements, and aid in developing
mitigation plans.
