Dynamic MS Power Control

• Reduce MS battery consumption

• Decrease the overall uplink interference
• Reduces the risk of bad speech quality due
to BTS receiver saturation

The MS can change the power level in units of 2 dB

every 13th TDMA frame, approximately 50 ms.
The largest change per SACCH-period is 16 dB.

MS Power Control, Calculation Of Power Order
The unconstrained power order:
pu = Fpl(path loss) +Fq( quality)
Fpl(path loss) = MSTXPWR - (SScomp - SSDES)

MSTXPWR is the maximum output power of the MS and SSDES is the

desired signal strength to be received in the BTS.

SScomp is the filtered signal strength compensated for regulation, i.e. the
signal strength the BTS would have received if no power control was used.

 = LCOMPUL/100 and determines the degree of

Fq( quality) = -(Q_AVE_dB - QDESUL_dB)

The transformation from rxqual to C/I is given by the

following expressions:

Q_AVE_dB = 32 - 10·Q_AVE/25

QDESUL_dB= 32 - 10·QDESUL/25

 = QCOMPUL/100 and determines the degree of

If• the unconstrained power order is higher thanMSTXPWR ,

the power order is set equal toMSTXPWR .

• If MSTXPWR is set to a value higher than the capability

of the MS, the maximum power order will correspond to
the capability of the mobile class
• lowest allowed power order depends on which
The
power class the MS belongs to (for GSM 900, 13 dBm, all
classes, phase 1 and 5 dBm all classes, phase 2)

MS Power Control

The ordered power level is always increased by a

power margin, PMARG at:
• At assignment of a TCH.

• At assignment failure or handover failure.

• At intra-cell handover and subcell change.

Note! PMARG affects both up and down link power control

Handover Power Boost

If the signal strength decreases very quickly and the BTS looses contact
with the MS, the BSC/BTS immediately sends a HO command to the
MS on maximum power.

When HO boost is triggered normal regulation is inhibited until MS has

received the HO command and acknowledged it.
(the acknowledgement is made with maximum power)

Multislot Configuration

• If a TCH channel is part of a channel combination, it

can either be a main, bi-directional or a unidirectional
channel.
– If the channel is a main channel in a multislot configuration,
the difference between the computed and the power order
sent must exceed a hysteresis (2 dB) before a new power
order is sent.
– MS power control on bi-directional channels is done
independently of other channels.
– In a multislot configuration only the main channel is affected
by the handover power boost.

The desired power regulation performance can be achieved through a
well balanced combination of the following:

• the MS Power Control parameters SSDES, LCOMPUL and QDESUL

determine how much a connection should be down regulated for a certain
signal strength.
• the quality compensation factor QCOMPUL.
• the intracell handover area defined by QOFFSETUL (ref. 4).
• the threshold triggering bad quality urgency handovers, QLIMUL (ref. 3).
• the length of the locating quality filter QLENSD (ref. 3), and the Power
Control quality filter, QLEN.
