 According to Sheng, governance means the
process of decision making and the process
by which decisions are implemented (or not
implemented).
 The Institute on Governance defines
governance as the process whereby
societies or organizations make their
important decisions, determine who has
voice, 9 who is engaged in the process and
how account is rendered. (IOG, 2006)

exercising authority or power.
