Clean Water Act
The Philippine Clean Water Act of 2004 (Republic Act No. 9275)
aims to protect the country’s water bodies from pollution from
land-based sources (industries and commercial establishments,
agriculture and community/household activities).

How will discharges of wastewater be controlled?


All owners or operators of facilities that discharge wastewater
are required to get a permit to discharge from the DENR or the
Laguna Lake Development Authority.

How will the discharge of wastewater be discouraged?


Anyone discharging wastewater into a water body will have to
pay a wastewater charge.

What are the prohibited acts under The Clean Water Act?
Among others, the Act prohibits the following:
1. Discharging or depositing any water pollutant to the water
body.
2. Discharging, injecting or allowing to enter into the soil,
anything that would pollute groundwater.
3. Operating facilities that discharge regulated water pollutants
without the valid required permits.

4. Unauthorized transport or dumping into waters of sewage
sludge or solid waste.
5. Refusal to allow entry, inspection and monitoring as well as
access to reports and records by the DENR.
6. Refusal or failure to submit reports and/or designate
pollution control officers whenever required by the DENR.
7. Disposal of potentially infectious medical waste into sea by
vessels.
8. Operate facilities that discharge or allow to seep, willfully or
through grave negligence, prohibited chemicals, substances,
or pollutants into water bodies
Fines and Penalties
1st Offense: Upon the recommendation of the Pollution
Adjudication Board (PAB), anyone who commits prohibited acts
such as discharging untreated wastewater into any water body
will be fined for every day of violation, the amount of not less
than Php 10,000 but not more than Php 200,000.

2nd Offense: Failure to undertake clean-up operations willfully


shall be punished by imprisonment of not less than two years
and not more than four years. This also includes a fine of not
less than Php 50,000 and not more than Php 100,000 per day of
violation.

3rd Offense: Failure or refusal to clean up which results in serious


injury or loss of life or lead to irreversible water contamination of
surface, ground, coastal and marine water shall be punished with
imprisonment of not less than 6 years and 1 day and not more
than 12 years and a fine of Php 500,000/day for each day the
contamination or omission continues

What is RBC . . .
Rotating Biological Contactors, commonly called RBC’s, are used in
wastewater treatment plants (WWTPs). The primary function of these
bio-reactors at WWTPs is the reduction organic matter.

Design
• A suspended/fixed growth biological treatment processes used to
consume organic matter (BOD) from wastewater.
• Consists of 2-4 m diameter disks, closely spaced on a rotating
horizontal axis.
• Disks are covered with a biofilm.
• The disks are only partially submerged in wastewater.
• As the disk rotates the biofilm is exposed to the wastewater only part
of the time.
• The rotation in and out of the wastewater serves to vary the feeding
cycle (starve/gorge) of the bacteria and microorganisms that make
up the biofilm.
• The shaft rotates about about 1-2 rpm (slowly).
• Some advantages: Less Upset, High Loading Rate, Nitrification/De-
nitrification, Low O&M Cost, Durable Constructions, Odorless, No
Noise.
How it works
RBC Package Plants
Three separate processes (primary settlement, bio-contactor and final
clarification) are combined in a single tank enclosed by low-profile
covers. The integral primary tank collects and stores screenings and
detritus and provides 90 days sludge storage to remove the need for
separate on-site facilities, thus reducing capital and operational costs.
RBC Package Plants are generally supplied for small and medium
populations; where populations are large, multiple units can be used in
parallel.

Modular RBCs
Generally used for large populations, in a modular system in both primary
and final settlement tanks are separated from the biological treatment
zone. Using individual tanks for each of the three unit processes provides
the greatest flexibility in process design and site layout. The Primary
section may be either a sealed septic or a conical upward flow settlement
tank. Biological treatment takes place in the self-contained Bio-Contactor
which may be installed in either a GRP or concrete tank. Final settlement
occurs in an upward flow clarifier.
Operation &
Maintenance
Operating a stand alone facility like our treatment system brings
a lot of challenge. Normally, most designers are not prepared to
do it or sometimes are faced with very costly prospects to have it
done "in-house". With these considerations in mind, we offer

Principles of RBC-PMT

DISCS
An array of discs (3m diameter) which are made of
some light synthetic material (Amazon screen) will
keep on rotating via the horizontal axis at a rather
slow speed (1.5 rpm) inside a wastewater
treatment tank.

BIOMASS
A microbial film or a layer of sludge that will
digest all the organic pollutants during the
process and degrade it biologically.

BREATHING-PHASE
The upper half of the rotating disc will have
access to the ambient air (breathing phase) to
take up oxygen so that the BIOMASS will exist
and the biological degradation of the organic
pollutants inside the wastewater will take place.

EATING-PHASE
While the lower half of the rotating discs is half
submerged to the wastewater to take up organic
pollutants in order to undergo the treatment
process.
