- 3G Node B Capacity Assessment/Planning Analysis for Mali Network.


- Highlighting the main capacity Bottlenecks in Orange Mali Network @ Node B/Cell level.
- Proposing recommended actions to solve these capacity issues.

Scope:
- Orange Mali NW:11 RNCs and 575 Node Bs
- Observation Period: Hourly data :
13th of April till the 20th of April 2015

• Node B Capacity Assessment
• Main UTRAN Capacity Resources that are monitored based on network inputs are as
follows:
1. Hardware: CEM Capacity and CCM capacity
2. Air Interface : UL Load, DL Power, DL Codes

3G Node B Capacity Assessment
Main UTRAN Capacity Resources that are monitored as follows:
1. CEM Capacity
 Calculate the number of CEs needed based on the simultaneous Erlang traffic for R99 /HSXPA@ BH and
compare with the current capacity, Capacity Action is needed if Utilization>80%

CEM capacity :Most of the NW is supplied with 1 CEM board except 76 Node Bs supplied with 2CEM boards
And 22 Node Bs supplied with 3CEM boards
HSXPA is enabled on all FDD cells.

MALI NW Config:
1. r99MaxNumberCeXcem
2. hsdpaMaxNumberUserXcem
3. edchMaxNumberUserXcem
Capacity Licensing parameters are set to infinite

Any action related to Tokens increase will be concerned with tuning these parameters or
increasing CEM boards in case of reaching the maximum possible values
Note that the SW parameters in terms of Capacity Licensing parameter is set to infinite so HW
parameters are the limiting factor for Capacity

2. CCM signaling plane monitoring:
By monitoring the CCM CPU load and take an action if the load exceeds the Capacity limits (60%) and if
the Radio link setup failures >10% as red threshold and 2% as Orange Threshold.
3. Air Interface : UL Load, DL Power, DL Codes
• UL Load:
 Calculate the UL load percentage based on simultaneous UL load for the different RABs on cell level,
capacity action is taken if UL LOAD>80%
• DL Power :
 Calculate the DL Power used percentage based on simultaneous DL Power used for the different
RABs on cell level and compare with the total Power ,capacity action is taken if DL Power>60%
Orange Mali NW:
- @ Node B level, paPowerCapacityLicensing /RrhPowerCapacityLicensing = infinite
- @RRH Modules, maxRfhPowerAmplification = fullmode which will correspond to 60W per sector
for the RRH module.
- @ MCPA Modules, maxPowerAmplification =max45watt per pa resource for 53 Node Bs.
- @ Cell Level, maxtxpower per cell equals 43dBm per 503 NodeBs , 44.5dBm per 4 NodeBs , 46
dBm per75 NodeBs and 45 dBm for NodeB .
• DL Codes :
 Calculate the DL codes used percentage based on simultaneous DL codes used for the different type
of RABs (R99,HSXPA) on cell level, capacity action is taken if DL OVSF Codes Utilization>80%
4. Transport: Iub Load
Orange Mali NW: Hybrid /Native IP transport for IuB interface where the IP utilization in UL/DL will be
monitored, capacity action needed will be highlighted if Iub utilization>70%.

CEM Highlighted Issues
1. R99/HSXPA Users Capacity Issue @ Node B
 353 Impacted Node B that are crossing the capacity limit based on WAIPM estimation and are crossing the
red thresholds and need An immediate capacity action as below:
Action Required :tuning the parameters :
r99MaxNumberCeXcem, hsdpaMaxNumberUserXcem , edchMaxNumberUserXcem
or increasing CEM boards if parameters are set to maximum values.

Air Interface Issues
2. DL Power issue @ some cells
-40 cells that are exceeding the DL power limit (>60%) which is impacting 26 Node Bs.
Action Required :it need to be checked with the Radio /Local team the methodology to increase the
power like increase the maxtxpower / Add PA /Adjust power setting/TMA Settings review or if not
possible then load balance between Freq layers especially if some cells within same Node B are not
suffering from DL pwr issue.
Care should be taken regarding Node Bs HW capability allowed and that the rule that maxtxpower should
be imperatively less than the max DL power capability.
3. High UL Load/DL Codes Utilization @ some cells
-349 cells that are exceeding the UL Load limit (>80%)
-43 cells are exceeding the DL Code Utilization(>80%)
This impact 158Node Bs
Action Required :The capacity action will be needed to increase another, already 2 carriers
implementation is done on Orange Mali NW so a third carrier implementation need to be studied.
-The Node Bs with 1 CEM board and have the action “Add Third carrier” will need to increase a second
CEM,in that case we need 85 CEM.
DL PWR : > 60% red, add capacity; > 40% orange, monitor; < 40% normal
UL Load :> 80% red, add capacity; > 60% orange, monitor; < 60% normal
OVSF Codes : > 80% red, add capacity; > 60% orange, monitor; < 60% normal

Signaling Load issues

4. Signalling Load issues:


-0 Node Bs are suffering from cpu load>60%

-181 Node Bs are suffering from signaling issues


This is mainly due to that “RADIO_LINK_SETUP_FAILURE_RATE” >2% and 10% as the Engineering Limit
Action Required: To solve the User Plane issues in terms of CEM ,AIF and IuB Issue on the impacted
166 Node Bs

Note that CCM is impacted by Control Plane (NBAP procedures and Node B configuration) so User Plane
Resource Shortage in CEM capacity/ Air interface can increase the NBAP transactions and User retries
which could be caused by Radio Link setup failures due to shortage in User plane resources .

5. IuB Load issues:

•Hybrid Node Bs:


-387 Node Bs are based on Hybrid Transport.
- ATM Part :Issues detected on the IuB LOAD for 24 Node Bs
Action Required :To increase 24 E1s on impacted Node Bs
If not possible to increase E1, it might be thought of to migrate to Native IP transport.
- IP part :No issue was detected

•IP Node Bs
120 Node Bs are based on Native IP
No issue detected with the IP load ,thanks to Native IP Transport

Summary of the Recommendations to overcome Node B capacity Assessment Issues :
1. CEM Analysis:
Increase of number of Tokens:
- For R99:D tokens increase = 23
- For HSDPA :H Token increase=520
- For HSUPA: E tokens increase=463
Increase of Number of CEM boards =85
2. Air Interface Analysis:
- DL Power :Number of “Add Power Action” is 26 for DL Power >60 %(Engineering limit), to
be checked with Radio/Optimization Team.
- Number of “Add carrier Action” is 151 for UL Load and 142 for OVSF DL Codes
usage>80%, to be checked implementing a 3rd Carrier in Orange Mali.
- Number of CEM boards to be added for 3rd Carrier on Node Bs with 1 CEM =1, Then Total
Increase Number of CEM boards based on Token/third Carrier=85
3. IuB Analysis :need to increase 24 E1s on impacted Hybrid Node Bs
