What is RROC-Land Mobile?
Restricted Radiotelephone Operator’s Certificate

• It is an authorization given by the


National Telecommunications Commission
(NTC) authorizing the holder to operate a
radio station in the land mobile service.
Requirements/Qualification

 must be at least 18 years old;


 must be a citizen of the Philippines;
 must be of good moral character;
 must be able to transmit and receive radiotelephone
messages at least in Filipino or English;
 must be a member of the organization which is
authorized to operate radio stations in the land mobile
service, and;
 must have undergone a Seminar on Radio Laws, Rules
& Regulations and Land Mobile Radio Operating
Procedures or known as RLM Seminar.
Legal basis and Historical
Background of NTC

• December 5, 1927 (Act No.3396 )


Ship Radio Station Law, provided for the first radio regulatory office, known as Radio
Construction and Maintenance Section (under the Telegraph Division of the Bureau of
Posts), to enforce radio laws and regulations, particularly the installation of radio obligatory
for Philippine-registered ships to protect life and property at sea.

• November 11, 1931 (Act No.3846)


Radio Control Law of the Philippines, created the Radio Control Division in the Bureau of
Posts under the general supervision of the Secretary of Commerce and Communications.

• November 01, 1939 (Executive Order No. 230)


formally organized the Department of National Defense (DND), transferring the Radio
Control Division to it in view of the national defense and security aspects of the
establishment and operation of radio stations in the country.

Background of NTC

• July 1, 1947 (Executive Order No.94)


created the Department of Commerce and Industry, transferring to it (from the DND) the
Radio Control Division.
• January 1, 1952 (Executive Order No.392)
transferred the Radio Control Board to the Department of Public Works and
Communications (DPWC) under which setup the Board supervised the Radio Control
Division.

• June 15, 1956 (Republic Act No. 1476)


abolished the Radio Control Board, with the Radio Control Division remaining under the
DPWC.

• August 23, 1962 (Department Order No. 51)


changed the name of the Radio Control Division to Radio Control Office.

• July 23, 1979 (Executive Order No. 546)


abolished the Telecommunications Control Bureau and the Board of
Communications, integrating it into a single entity, the National
Telecommunications Commission (NTC), under the administrative jurisdiction

• Executive Order No. 269 (January 12,2004) created the


Commission on Information and Communications Technology (CICT),

• June 23, 2011 (Executive Order No. 47)
retains the NTC under the Office of the President as an Other Executive

What is a
Permit to Possess?

A written authority or certificate issued by the NTC to a person,


firm, company, association or corporation authorizing the
holder thereof to possess a radio transmitter or transceiver.

• Sales and Stock Report

Section 1-A of Act 3846, as amended states “No person, firm, company, association or corporation
shall possess or own transmitters or transceivers (combination transmitter-receiver), without
registering the same with the Secretary of Public Works & Communications (now NTC).
What is a
Construction Permit?

A written authority or certificate issued by the NTC necessary


for the construction or installation of any radio station or radio
transmitter or transceiver. It may be issued for a period of 90
days and may be extended upon request. The construction
should be under the supervision of a licensed Electronics &
Communications Engineer.
Requirements:
• Base Engineering Plans(Parameters, Height, Coordinates)
• OR/CR of Vehicles for Land Mobile
Section 1 of Act 3846, as amended states “ No person, firm, company, association, or corporation shall
construct, install, establish, or operate a radio transmitting station, or a radio receiving station, without
having first obtained a franchise therefore from the Congress of the Philippines; Provided, however, that
no franchise from the Congress of the Philippines shall be necessary for the construction, installation, or
operation of an amateur station xxxx or a private station xxxxx.”
What is a
Radio Station License?

A written authority or certificate issued by the NTC


to a person, firm, company, association, or
corporation authorizing the holder thereof to
operate a radio station during the period specified
in the said instrument or authorization.

Section 1 of Act 3846, as amended states “ No person, firm, company, association, or corporation
shall construct, install, establish, or operate a radio transmitting station, or a radio receiving station,
without having first obtained a franchise therefor from the Congress of the Philippines; Provided,
however, that no franchise from the Congress of the Philippines shall be necessary for the
construction, installation, or operation of an amateur station xxxx or a private station xxxxx.”
What is a
Radio Operator Certificate?

A written instrument issued by the NTC to a


qualified person authorizing him/her to carry out
the radiotelephone service of a duly licensed radio
station.

Department Order No. 5 – Rules and Regulations Governing Commercial Radio Operators. Section 1
states “xxx the actual operation of any radio station for which the station license is required shall be
carried on only by a licensed radio operator. xxx”
Secrecy of Communications

• Section 7 – A person to whom or through


whom a message has been submitted for
transmission shall not willfully publish or
divulge the contents, substance, purport,
effects, or meaning thereof to any
unauthorized persons.
Penal Provisions (Act 3846)

Section 12 – Any person who shall violate any


provision of this Act, or any regulation prescribed
by the NTC under this Act, or any provision of the
International Regulations shall be punished a fine
of not more than TWO THOUSAND PESOS or by
imprisonment of not more than TWO YEARS,
for each and every offense, or both, in the
discretion of the court.

Section 13 – Any firm, company, corporation, or


association failing or refusing to observe or
violating any provision of this Act, or any provision
of the Regulations prescribed by the NTC under
this Act, or any provision of the International Radio
Regulations shall be punished by a fine of not
more than FIVE THOUSAND PESOS for each
and every offense.

• D.O. 11, series of 1950 – General Rules


and Regulations Governing the
Construction, Installation, Establishment or
Operation of Radio Stations and the
Possession or Ownership, Construction or
Manufacture, Purchase, Sale and Transfer
of Transmitters or Transceivers in the
Philippines.
Classes of Radio Stations

• Fixed Station
– A Station in the fixed service which is
intended to communicate between two
or fixed specific locations.

• Land Base Station


– A Station on a fixed location, able to
communicate another land base
station, mobile and portable stations.
• Land Mobile Station
–A station with mobile capabilities,
able to communicate with another
mobile, land base or portable stations.
Usually installed on vehicles
• Portable Station
– A station which conveniently move
about from place to place or personally
carried and be operated while in
motion or during temporary halts.
Scope of Authority (RLMOP)

• The Holder is allowed to operate or adjust only


the external controls of the transmitter or
transceiver, such as the “on” and “off” switch,
the volume control, the channel selector, or the
squelch control.
• Shall operate the radio station strictly in
accordance with the conditions specified in the
station license.
Scope of Authority (RLMOP)

• Required to carry out instructions issued by the


land base radio operator (at least a 2nd Class
Radiotelephone Operator) for proper radio
operation and handling of radio interference.
Application for RLM Certificate

1) An accomplished handwritten Application Form and


notarized Information Sheet for radio operator’s
certificate.
2) Three (3) pcs. 1”x1” ID picture taken not more than 6
months ago.
3) Certificate of Attendance (RLM Seminar)
4) Certificate of employment or civic/amateur club
membership from an authorized network to operate
under the land mobile station.
Renewal of RLM Certificate

a) Application for renewal of the RLM Certificate must


be filed 30 days before its expiration.
b) A holder who filed a late application for renewal but
not beyond six (6) months after its expiration shall
pay a surcharge of fifty percent (50%) of the basic
certificate fee.
c) A holder who filed an application for renewal six (6)
months after expiration shall pay one-hundred
percent (100%) for each year thereafter of late
filing.

Preventive Maintenance

Maintenance has always been associated with operation of


radio equipment, but does not necessarily include repair.
A simple preventive maintenance routine must be observed
by users of mobile equipment. These are as follows:

Interference

To minimize if not avoid interference,


radiotelephone operators are advised not to
begin transmission until after listening long
enough to determine that the frequency
channel is busy, he should wait until the traffic
has ended. Except in case of emergency or in
Distress in which you can follow the
procedures as given below:

Prevention of Interference

• The licensee of radio station should see to it


that the transceivers operate on their
assigned frequency.
• The licensee of radio station should provide
means of measuring the power being
transmitted.
• The licensee of radio station shall maintain
least power possible as is necessary to
ensure satisfactory service
Operation in Noisy Location

• In noisy location or environment, it is


practical to speak close to the
microphone with a normal tone of voice
or cup the microphone with both hands
and speak normally. Speaking loudly
over the microphone will result only to
distorted transmission.

Prohibited Languages and Words

• The use of prohibited languages and


words which tend to incite rebellion or
undermine the security of the state are
prohibited. The use of obscene and
profane languages are also strictly
prohibited.
Suspension or Revocation of a
Radio Operator’s Certificate

The following may cause the suspension


or revocation of a radio operator’s
certificate:
a. Use of prohibited languages and words.
b. Willful destruction of the radio equipment.
c. Willful false statements made in the
application form.
d. Violations of any provision of the radio
laws and regulations.
Operating Procedures

• The call to a station shall be made on a


designated calling frequency. The method of
calling over the radio is given below:
 The call sign or other identification of the station
called, not more than three times.
 The word THIS IS (or DE spoken as DELTA
ECHO in case of language difficulties)
 The call sign or other identification of the calling
station, not more than three times.
 The word “OVER”
