There are 5 selected questions taken from the previous LAM Part III Examination. Answer ALL questions.

You must treat this as an assignment not as a normal examination exercise. Thus, it may requires more
elaboration, quotations, case studies, illustrations or examples of projects to support your argument as
required. You are also advised, if necessary, to seek assistance from practicing architects, seniors or
various related parties in the practice in the process of preparing this assignment.

GENERAL INFORMATION/PROJECT SUMMARY

ABC Development Sdn. Bhd. owns 180 acres of agricultural land and has received concept approval for a
Township comprising the following phases to be constructed over a period of 10 years:

PHASE 1: 70 ACRES OF RESIDENTIAL DEVELOPMENT COMPRISING:


1. 10 acres with 60 units of double storey semi-D houses
2. 20 acres with 60 units of 3 storey bungalows.
3. 30 acres with 480 units of double storey terrace houses in blocks of 12 units
4. 10 acres for condominium development comprising 5 tower blocks of 30 storey each containing 120 units with
parking facilities on a separate building and a Clubhouse with all necessary facilities.

PHASE 2: 30 ACRES OF MIXED DEVELOPMENT COMPRISING:


1. 150 units of 3 storey shophouses with 10 units per block
2. one block of 20 storey office building
3. one block of 30 storey serviced apartments.

PHASE 3: 20 ACRES OF DEVELOPMENT COMPRISING:


1. public school
2. a commercial community facility.

PHASE 4: 10 ACRES RESERVED FOR A FUTURE DEVELOPMENT COMPRISING:


1. 5 storey shopping mall with 2 storey underground car park
2. one hotel block

PHASE 5: 50 ACRES COMPRISING:


1. a public transport terminal
2. a recreation park
3. TNB sub-stations
4. water storage & pump station
5. STP
QUESTION 1 (refer to Project Summary above)

You have just been informed by LAM that you have passed your Part III Professional Examination and the
developer has proposed that you take on the entire township development.

1. State the procedure required for you to obtain registered Architect status and the procedure involved in
registering your practice.

2. A new investor has bought over ABC Development Sdn. Bhd. and seeks your advice on the
engagement of various consultants. List out the consultants whom you would recommend to engage from
commencement to stage of completion with CCC, and state briefly the professional services they provide
and under the CCC system, 21 building components have been identified for the stage certification
process provide the List of Forms from G1 to 21.

3. To launch the development, ABC Development Sdn Bhd has decided to proceed with PHASE 1. Explain
the basis of fees calculation for each building type in the said Phase.

4. Discuss briefly the advantages and constraints on professional practice by having a Scale of Minimum
Fees.

5. In order to avoid misunderstanding and dispute, outline the actions you ought to take during the
following stages.
a. Preliminary Design Stage
b. Design Development Stage
c. Documentation Stage
d. Contract Documentation Stage
QUESTION 2

The Principal of a sole proprietorship Architectural Practice died of a heart attack while chairing a site meeting
for a housing project. He had no other partner nor did he have any Architect working for him. His developer
client has approached you for help.

List the practical implications and methods of resolution to the following:-

1. The contractual consequences as a result of his untimely and sudden demise and the way to resolve or
minimize such impact on the building contract to safeguard the interests and obligations of the Employer.

2. The implications with respect to the current works on site and the statutory obligations of the new Architect
under the Street, Drainage and Building Act 1974. Advise the Developer on the course of action to resolve the
issue.

3. Assuming you have agreed to take over as Architect for the project, prepare a checklist of items that need to
be looked into and discuss with your client, the Developer.

QUESTION 3

1. Under Clause 2 (1) of the PAM Conditions of Building Contract, the contractor is obliged to comply only with
instructions issued to him by the Architect in regard to “matters” in respect of which the Architect is “expressly
empowered by these condition” to issue. State all such “matters” and the respective “condition” which
empowers the Architect to issue instructions to the contractor in regard thereto.

2. The Architect under Clause 23 of the PAM Form of contract can grant extension of time on specified
grounds. In doing so, the architect must assess and establish with certainty whether there has been a delay
which entitles the Contractor to an extension of time. List and elaborate the ways in how delays to completion
of a project can be assessed in order to award an appropriate extension of time.
