BIPARATITE AND TRIPARATITE

BODIES

BIPARTITE BODIES
• Biparatism- system of industrial relations where
labor and social issues are discussed between trade
unions and management, usually at enterprise level
• Consultative machinery- two important constituents-
works committees, joint management counsels
• Set up exclusively for dealing with disputes affecting
the plant/industry
• Equal representation of employers and workers
EVOLUTION
• First recognized in 1920
• Few joint committees were setup by the
government of India
• Introduced in Tata iron and steel plant in
Jamshedpur
• Introduced in 5 year plans
• Purpose- increasing production, improving
quality, reducing cost, eliminating waste
TRIPARTITE BODIES
• Tripartite means three bodies
• Industrial peace- area of concern-Government Of
India, laid stress on need for consultation between
government, representatives of labor and
management.
• Whitley commission, 1931 recommended the body.
• 4th labor conference held 1942, permanent tripartite
collaboration machinery was setup Indian Labor
Conference(ILC) and Standing Labor Committee(SLC)
PURPOSE
• Promote uniformity in labor legislation
• Bring the aggrieved parties together to mutual
settlement of cooperation and goodwill
• Discuss matters of All- India importance as
between employers and employees
• Encourage a spirit of cooperation and goodwill
• Determine a plan for settlement for all
disputes
• Characters of “Human Resources Policy”
1. Individuals make effort to improve job skills by
training and participating in Job activities
2. Each employee must keep his/her job skills up-to-
date with changing business practices and
operations.
3. Machineries should be used throughout the year
with trained staff readily available to operate it.
4. Indirect employees may be converted to direct
employees for increasing business efficiency.
5. Absenteeism and unnecessary delays must be
reduced through planning.
1. Short-term employment must be avoided. Long-term
employment should be encouraged and highly trained
employees must be hired.
2. The above steps must be utilized to increase company
productivity; exploitation of employees must be
disallowed.
3. High emphasis must be placed upon the quality of
work. The Zero Defect policy must be always
followed.
4. Employees must make a stand to follow the "Human
Resources Policy" individually or collectively.
5. Both the parties should closely and routinely monitor
change in productivity, and take necessary steps to
avoid undesirable consequences.
CONCLUSION
• Helps in the better function of the
organization
• Decrease in the level of disputes
• Active functioning of everyone.
• Better output and coordination between the
employer, worker and the government
