1. To evaluate local, regional and national practices, opportunities and barriers to energy efficiency
and renewable energy projects across 18 municipalities within 6 EU countries.
2. To develop and test an optimal model for engaging stakeholders to identify, plan and implement
energy projects in the domestic, business, transport and public sectors of municipality territories.
3. To develop supporting tools and recommendations to accelerate the removal of legal, financial,
information and engagement barriers to local energy efficiency and renewable energy projects.
4. To monitor and accelerate the removal of barriers to local energy projects, project delivery and the
impact on carbon emissions.
