What was the Constitutional
Convention?
• Meeting of leaders from across the United
States
• Originally met to discuss changing the
Articles of Confederation
• May 14th- September 17th 1787
• Our plan of government was created by
these leaders
• Meetings took place in secret
Who was present at the meetings?
• 55 delegates from 12
states
• professionals and
business people.
• Well educated and
experience in
government.
• Some famous members:
Ben Franklin, Alexander
Hamilton, and George

What were some of the plans of government
presented?
• The Virginia Plan – Two Houses -
Representation in each house
would depend on the population of
state

• The New Jersey Plan –There


would be equal representation in
one house (uni-cameral).
What was the Great Compromise?

• The new Congress would have two


houses: The Senate & the House of
Reps.
• The Senate – each state would have
equal representation. (2 per state)
• The House of Reps – would have
representation based on each state’s
population. (435 total)
What was the 3/5th Compromise?
• The southern states wanted to
include slaves as part of population
so they would have more power in
Congress
• The northern states opposed this
• They finally agreed to include
slaves as three-fifths of a person
as long as the southern states paid
taxes on them.
What was the commerce and slave
trade compromise?
• the South agreed that Congress
could regulate trade between
states, as well as with other
countries.
• In exchange, the North agreed
that Congress could not interfere
with the slave trade for 20 years or
tax exports
What does Ratification mean?

• The Constitution was agreed upon


and finally signed on September,
17, 1787.
• The Constitution now had to go to
the states to be ratified
• The Constitution became law only
when 9 of the 13 states agreed to
it.
Who were the Anti-Federalists?

• Opposed or were against the


Constitution originally.
• They felt that it gave the national
or central govt. too much power.
• They also wanted a Bill of Rights
• Federalists thought that the
National government should have
lots of power.
