ng mga Sangguniang Kabataan [SK] to be known
as:

• Pambayang Pederasyon ng mga SK


• Panlungsod na Pederasyon ng mga SK
• Panlalawigang Pederasyon ng mga SK
Section 21 (b) of RA 10742
- the Pederasyon ng mga SK at all levels shall elect the
following:
• President
• Vice President
• Treasurer
• Secretary
• And such other officers

Send notice of regular and


special session or meeting

Cause the posting of all resolutions and actions


of the Pederasyon in conspicuous places and/or
through Facebook, Twitter, & etc.

Perform such other duties and functions


as may be assigned by the President

Keep custody of all financial documents


and inventory of all properties of the
Pederasyon

Receive, collect and disburse funds and dispose


the properties of the Pederasyon, under the
authority of the President, in accordance with RA
7160 and COA auditing rules and regulations

or properties received by the Pederasyon

Maintain depository accounts with


government bank, in the name of the
Pederasyon, located within its
jurisdiction

Maintain separate books and depository accounts,


respectively, for each fund in the custody and
administration of the concerned Pederasyon

Render written accounting report


of all Pederasyon Funds

Ensure that the accounting report and the


books of accounts and other financial
documents shall at all times be made
available to the Officers and members of
the Pederasyon and shall be open for
inspection by COA

Prepare and submit to the


Pederasyon President the following documents:
• Certified Statement of Income and Expenditure
of the preceding fiscal year- every 15th of July of
each year
• Actual Income and Expenditures of the first 2
quarters of the current year
• Estimated income and expenditures for the last
2 quarters of the current year

functions as may be assigned by
the President

Examine and audit periodically the


books of the SK Pederasyon, its assets
and liabilities and require the
production of the supporting documents

Inform the Pederasyon Officers immediately of


any transaction inimical to the Pederasyon, and
do such acts or propose such measures that
shall protect the interest of the Pederasyon

Perform such other duties and functions as may be


assigned by the President , existing laws or
government issuances

Establish relations or contacts with


mass media, NGOs , Youth and Youth
Serving Organizations

Disseminate information about the objectives


and activities of the Pederasyon and other

Maintain order and discipline


during sessions/meetings and
activities of the Pederasyon

Internal Rules of Procedure of the Pederasyon

Conduct the first regular session following the


elections of the Pederasyon Officers, and within 90
days the SK Pederasyon at all levels shall formulate
the IRP
The IPR shall consist , but not limited to the
following:
• Organization and creation of committee, such
as: committee on sports ; advocacy; livelihood
program; and other youth related committee

The SK Pederasyon at all levels
shall:

- convene at least once in every


quarter or as often as necessary,
at the date, time and place as
specified in the IRP
The SK Pederasyon at all levels
shall:
- Special session or meeting may be
called by the President or by a majority of
the Officers of the Pederasyon. A notice,
written or thru text, twitter or other social
media platforms, shall be sent to all
Pederasyon Officers at least 24 hours
before the special session or meeting is
held
The SK Pederasyon at all levels
shall:

- Each Pederasyon shall keep a


journal and record of its
proceedings which may be
published upon resolution of the
Pederasyon
What is a quorum?

- It is the number of members


required to be able to transact
official business
To determine quorum, the
following shall be observed:

- A majority of all the Officers of the


Pederasyon shall constitute quorum to
transact official business and to validly
act on every decision that the
Pederasyon shall make

- No business shall be transacted


by the Pederasyon if there is no
quorum

- No Resolution shall be passed


unless approved by a majority of
the members present

- Should a question of quorum be
raised during session, the
Pederasyon President shall
immediately proceed to call the roll
of the Officers and thereafter
announce the results

All participating SKs shall:

The Election Committee shall:

Not be eligible to run for any position in


the Pederasyon, except in
city/municipality with less than 10
representations

Facilitate the nomination and votation


of SK Pederasyon Officers

The Election Committee shall:

Ensure orderliness during the entire


election proceedings

“No person shall serve as Chairperson or


members of the Election Committee if he/she
is related within the 4th civil degree of
consanguinity or affinity to any member of
the said Committee”

Prohibited Acts

The following acts are considered


unlawful for any elective and appointive
local officials, including the SK
Chairperson, to engage in the following,
within 5 days prior to and 5 days after
the conduct of the Pederasyon Election:

To campaign directly or indirectly, for and
against any candidate and/or to interfere
with the conduct of the election.

To allow the immediate members of


the family of the concerned officials, to
campaign for or against a prospective
candidate

Act of campaigning by the SK Chairperson


or the Pederasyon Officials before the
nomination and during the election

To post or distribute campaign materials


and to use traditional and non-traditional
media which would boost or tend the
candidacy of any Pederasyon official for
such elections

To give gifts, donations, promises,
pledges of any kind, directly or indirectly,
to any member of the Pederasyon or
his/her family within the 4th degree of
consanguinity or affinity

To provide transportation, food or drink,


directly or indirectly, to any SK
Chairperson/Pederasyon Officials before,
during or after election

Prohibited Acts

Holding of organizational
meeting/orientation, seminar or other
similar activities for the SK Chairperson
and Pederasyon members on dates and
places other than those that are specified
Nomination
The Election Committee shall accept
nominations of candidates from
President down to the last
position/office

Any SK Chairperson or Pederasyon


President whose election as such, is under
protest shall still be qualified for
nomination and be voted for, without
prejudice to the final result of such protest
Nomination

The nominee shall be given the right


to identify his/her preferred
name/nickname

The name and/or nickname of the


nominee shall be properly written
on a specified board

The nominee, upon proper motion,
may correct the spelling of his/her
name and/or nickname

Once the nomination has been


accepted, the nominee shall no
longer be eligible to be nominated
to other positions

Each nominee shall be allotted a


maximum of 5 minutes to introduce
him/herself and his/her qualifications,
platforms and proposed PPAs

Casting of votes shall immediately


follow after the last nominee for the
last position has rendered his/her 5
minute speech.

All SK participants must be seated
in at least 1 seat apart and in at least
5 meters away from the voting area.

The voting area shall have a specific number
of vacant seats/chairs based on the
following:
• 5 seats/chairs for Municipalities with less than
50 barangay representations
• 10 seats/chairs for Cities/Municipalities with 50
but less than 100 barangay representations
• 20 seats/chairs for Cities/Municipalities with
100 or more barangay representations

The voting area shall have a specific number of
vacant seats/chairs based on the following:

• 3 seats/chairs for provinces with less than 10


city/municipal representations
•5 seats/chairs for provinces with 10 but less
than a15 city/municipal representations
•8 seats/chairs for provinces with 15 or more
City/Municipal representations

There shall be assigned seats for the
Panel of Observers in at least 5 meters
away from the ballot box and from the
voters
The BES or their authorized
representatives may reduce or modify
the required seat arrangement in cases
where the designated venue cannot
accommodate the total number of SK
participants

Each SK participant shall:

Be entitled to a vote from President down


to the last Officer, through secret ballot

Orderly accomplish the ballot and drop


the same in the designated drop boxes

No absentee voting shall be allowed

Counting of Votes
After the casting of votes by all
SK participants, the Election
Committee shall officially declare
the voting closed and proceed with
the actual counting of votes cast
based on the following guidelines:

Counting of Votes
Counting of votes must be done in
public, using tally sheets, board, and the
like.

No vote/ballot shall be counted in favor


of a candidate whose name is not
his/her duly registered name/nickname
during the nomination process.

Votes shall be declared invalid in any ballot
found to have been:
a) unduly marked and/or inscribed other
than those properly made for the
selections or filling-up of names of
candidates, as the case may be; and
b) Mutilated or defaced, rendering said
ballot incomplete and not legible

The Election Committee shall declare
invalid vote in any of the previously
mentioned instances (a,b)

The decision of the Election Committee


in invalidating vote/s shall be final,
unless REVERSED by the BES

postpone or delay the counting of
votes, except for extreme necessity
which should be approved by the
majority of the members of the
Committee

Rules on Appreciation of Ballots, under
Section 211 of the Omnibus Election
Code shall have suppletory application

Ballot boxes, containing all the official


ballots, shall be sealed and turned over
to the BES Chairperson.
SK Pederasyon Candidates shall
be proclaimed winners subject to
the following:

A plurality vote shall be necessary


to elect a candidate to the position.
In case of a “tie vote” for any office,
the Election Committee shall:
• prepare the candidates who garnered the
same number of votes to “draw lots” or
“toss coin”, whichever is agreeable to the
candidates

• The winner shall be declared and


proclaimed as the one elected

• No protest on the results of the drawing


of lots or toss coin shall be allowed
SK Pederasyon Candidates shall be
proclaimed winners subject to the
following:
In the event that there is an “unopposed” candidate
or there is only one (1) nominee/candidate for a
particular position, he/she needs to have at least one
(1) vote, sufficient to declare him/her a winner
Pre-proclamation of winner is strictly prohibited

The Oath Taking Ceremony shall immediately


follow after the proclamation of all winners

Election Protest

-An Election Protest contesting the results of the


election shall be filed by any of the concerned
SK, in accordance with the following:

Board of Election Supervisors [BES]

The protest shall be decided
by the BES within three (3)
working days after its filing

The decision of the BES shall be


final and executory

The concerned officer of the SK


Pederasyon at all levels, whose
election is contested, shall assume
the function of the office to which
he/she was elected. In case the BES
decides in favor of the protestant,
the incumbent shall relinquish the
position
