Education Program Specialist II -Human Resource Development DepED SDO Cagayan Session Objectives At the end of the session, the student-leaders should be able to: • develop a profound understanding on their roles and duties as 21st century student- leaders • Enhance their leadership skills based on examples set by some prominent and successful contemporary leaders DepED No. 47, s. 2014 The Constitution and By-Laws of Supreme Pupil Governments and Supreme Student Government s in Elementary and Secondary Schools Officers of SSG/ SPG • President • Vice-President • Secretary • Treasurer • Auditor • Public Information Officer • Peace Officers • Grade Level Representatives President • Officially represents the student body at any function on or off the campus; • Presides over all meetings and/or may designate another officer to preside for a specific meeting; • Serves as ex-officio member of all executive committees; • Enforces the Constitution, By-Laws, and other regulations that may be promulgated; • Signs all the official minutes, project proposals, resolutions, correspondences, and other official papers of the SPG/SSG; • Represents the SPG/SSG of designate his/her representative for any external or internal affairs/functions; • Heads the Coordinating Council of School Co-curricular Organizations; • Implements SPG/SSG programs and projects; • Creates Ad Hoc Committees, as the need arises. The Chairperson shall be appointed by the SPG/SSG President; and, • Performs other functions inherent and incidental to his/her office. Vice-President • Assists the President in all matters where his/her assistance is necessary; • Assumes the Office of the President should the position become vacant; • Supervises members in planning and arranging meetings, or programs of activities; • Heads the Internal Affairs Committee, conceptualize programs, projects and plan activities with the Grade Level Councilors/Representatives; and, • Performs other duties assigned by the SPG/SSG. Secretary • Keeps accurate records of the minutes and document proceedings in every meeting; • Keeps a file of all the pertinent documents and papers of the SPG/SSG and make them accessible to the student body; • Provides immediate documentaries and reports for every implemented project; • Calls and prepare all notices of SPG/SSG meetings; • Heads the SPG/SSG Secretariat; and, • Performs other duties assigned by the SPG/SSG. Treasurer • Keeps all financial records of the SPG/SSG and be the one responsible for any information related to the student activity fund; • Serves as the disbursing officer of all the SPG/SSG’s funds; • Prepares the annual budget of the SPG/SSG; • Prepares accurate and transparent financial reports every month, after every activity, and at the end of term; • Formulates pertinent financial guidelines for the organization; • Serves as an ex-officio member of any and all Finance Committee for the purpose of considering budgetary and/or financial matters of the SPG/SSG; • Conducts an inventory of all SPG/SSG property and submit a report, in writing, of its condition and state; and, • Performs other duties assigned by the SPG/SSG. Auditor • Certifies the legitimacy and correctness of the disbursement of funds; • Audits all expenditures of the SPG/SSG funds; • Assists the Treasurer in formulating guidelines and reports; • Keeps and updates the inventory of all the SPG/SSG’s property; • Acts as the assistant head of the Financial Committee; and, • Performs other duties assigned by the SPG/SSG. Public Information Officer • Disseminates and promotes the thrusts and objectives of the SPG/SSG; • Builds and maintains a credible image for the SPG/SSG; • Takes charge in the promotion of SPG/SSG projects and initiatives; • Heads the Publicity Committee; and, • Performs other duties assigned by the SPG/SSG. Peace Officer • Helps the presiding officer in maintaining peace and order during the meetings; • Acts as disciplinary officer, if necessary; • Maintains peace and order within the premises of the school; • Acts as chief peace officer and over all Sergeants-at-arms of subordinate organizations and classes; • Chairs the Students’ Welfare Committee and appoint its members; and, • Performs other duties assigned by the SPG/SSG. Grade Level Chairperson • Act as the grade level head coordinator of all SPG/SSG programs and projects to the Grade Level Councilor/s/Representative/s of his/her grade level. • Perform other duties assigned by the SPG/SSG. Grade Level Councilors/ Representatives • Represent his/her grade level in all of the meetings of the SPG/SSG; • Serve as the grievance desk for their respective grade level; • Conceptualize and implement programs and projects, and recommend policies for their respective grade level; • Assist in the effective implementation of the SPG/SSG’s programs and projects; and, • Perform other duties assigned by the SPG/SSG.
