A case study for solutions to problems in

Mohanpur village

PROBLEM DEFINITION

 To increase the effectiveness of the government


programs and schemes in Mohanpur village assuming
self as a sovereign body.

PRESENT SITUATION OF
VILLAGE
The present situation of people in the village corresponding to
various schemes is as mentioned below:

NREGA (National Rural Employment Guarantee Act)


 People who are working is actually less than 50% of the total
population
 Those working are not guaranteed 100 days of employment
 People working at a gap of 1 month after stretch of 10-15 days

INDIRA AWAS YOJANA
 20 houses completed under the program
 Program includes 2 installments of 17500 each

 Dismal efficiency

 Percentage of people benefitted is less than 10%

 No proper advertisements

SWAJALDHARA
 Partial implementations of the programs
 Purified drinking water is supplied through taps

Water not drinkable

Taps not present in every household

Lack of publicity 4

Slow implementation and only 50% area covered


PRADHAN MANTRI GRAM SADAK
YOJANA
 Village is well connected to all nearby all important
places
 Program has huge impact in the daily life of the villagers

NATIONAL LITERACY MISSION


PROGRAMME
 Implementation dismal
 Govt. official is hardly present

 Almost half of the people are ignorant about the


programmes

POSSIBLE REMEDIES OR
SOLUTIONS

NREGA (National Rural Employment Guarantee Act)

 Since 70% of the people have the job cards, they do not
seem to be ignorant about the plan

 Lack of creativity, ignorance and reluctance of Gram


Panchayat is present to give jobs to the people

 A survey of the available opportunities for building roads,


improving water supply and works must be done

 Awards for the best Sarpanch in implementing these
scheme which shall serve as a benchmark for others

 Best employee award must be given to attract people’s


attention which serves as advertisement

INDIRA AWAS YOJANA
 This is a case of carelessness of Govt. employees
 Every Govt. employee fears RTI( Right to information)
 Since the reports have to be sent, the employees may be asked
about the progress through RTI
 Advertisement of RTI in the village
 Proper advertisement of the scheme
 The job of construction may be given to NREGA people
helping in two way solution

SWAJALDHARA
 Again partial implementation shows the carelessness of the
employees

 RTI can again be a fruitful tool here

 A movie must be shown to villagers with Govt. employees as


chief guests showing the importance of water in rural areas

 If providing taps to all have much constraints using Solar Still


may work with the funding of Swajaldhara

 It shall also attract MNREL( Ministry of renewable energy

PRADHAN MANTRI GRAM SADAK
YOJANA
 The employees must be awarded in the area where maximum
development in roads took place

 A video should be made to show the development due to these


roads correlating other Govt. shemes’ potential

 The advertisement of other schemes through this scheme will


make a mark since it is a succcess

PROGRAMME
 RTI is a super and absolute tool here as the failure is entirely due to
irresponsibility

 The importance of education must be shown to villagers through various


movies like “Swades”

 The successful people from other villages must be requested to address the
villagers about the value of education

 The video use should be more than audio which keeps the interest of the
villagers in what may be done

 Again award for the best teacher and student of the village along with a
chance to meet dignified personalities. This generates a chaos in the
villagers 11
CONCLUSION
 The villagers are mostly illiterate which means the methods for
advertisements should have more of video contents and pictures
 For the Govt. employees RTI is a useful tool to get greater
efficiency
 Awards must be given to advertise the events and these awards can
easily be conveyed to media for advertisement
 Success of one event should be used in advertising others
 Hopefully these ideas if implemented shall result in increased
efficiency and effectiveness of the Govt. schemes
