ARE GENDER AND GBV CONCERNS AND
RESPONSIBILITIES FOR BOTH WOMEN AND
MEN? HOW ARE THEY INVOLVED?

• Gender and GBV concerns for men & women exist


in the institution and these concerns are being
addressed through implementation of the gender
and GBV action plan.
• Male employees and Councillors who have received
training in Gender and GBV are being used as
peer educators to male employees and
Councillors who are not trained.
• Female employees have received training for them
to be assertive to ensure decisions made by both
management and the Council address their needs

• Resources for gender mainstreaming are provided for through


the Council’s own resources and some non discretionary
grants from central government.
• Other resources come from Joint Gender Support Programme
under the Gender ministry
• Constituency Development Fund and the Citizens Economic
Empowerment Fund
• Department of Community Development
• The AA4 under the Alliance for Mayors, Zambia Chamber of
Small and Medium Business Association and the National
AIDS Council gives loans to HIV/AIDS support groups

• Tracking progress is done by conducting


scheduled monitoring of the projects and
evaluation.
• Reports are generated from the monitoring
and issues arising there from are
discussed and corrective measures
recommended.

WHAT RESULTS HAVE BEEN ACHIEVED?

• Approximately 30% of the marginalised


members of our district mostly women are
getting economically empowered and this
has raised their self esteem and
assertiveness.

IMPACT (BASED ON THE SADC PROTOCOL
TARGETS)
• The Council is now giving equal employment opportunities to

both male and female job seekers


• The Council ensures 30% of successful applicants for land
ownership are women
• Women are given equal access to trading space in Council
markets.
• Women entrepreneurs are empowered with business skills
and financial support
• Women and men participate equally in community matters with
the requirement that all community groups such as area
development committees and project committees are
equally managed by men and women.

SUSTAINABILITY AND REPLICATION

• The practice is sustainable and can be replicated by


Councils through capacity building in gender
equity & through budget provisions for gender
activities
• It is important to however factor in such aspects as
culture, religion and level of economic
endowment of the area

• Marginalised groups are empowered, there


contribution to district development is
appreciable.
• When marginalised groups are given a voice to
speak on issues that affect them, the general
wellbeing of society is uplifted as developmental
activities address the needs of all the people.
• We cannot have equitable and sustainable
development unless rights of women and gender
equality considerations are brought into planning
frameworks
