• Yes the action plan was formulated in 2010


– through involvement of policy makers and
entire management and various facets of the
action plan are being progressively
implemented, ongoing with set targets and
time frame.

RESPONSIBILITIES FOR BOTH WOMEN
AND MEN? HOW ARE THEY INVOLVED?
CENTRE OF EXCELLENCE

• Awareness workshops targeting local community on GBV held.


• Poverty eradication programmes targeting the marginalized groups.
• Equal access to land and housing opportunities.
• Increasing awareness in the community around gender issues e.g.
empower men on gender issues. Both men and women participate.
• Improved access to - 1. water supply – boreholes
2. Health care services – clinic with basic primary health
care including maternity.
3. Schools – to reduce traveling distances for school
going children.

workshops on gender.

council, at all levels.

• Establishment of community based initiatives including Child


Protection, HIV/Aids, Orphans and Vulnerable Children, Women and
Youth training and GBV Committees.
• Budget provision for gender mainstreaming at the local level, gender
awareness in the community.
• Implementation of Local environment action plan – clean up
campaigns, recycling projects- men and women at grassroots level
being involved.

MONITORING AND EVALUATION

• Questionnaires are used at the onset, midstream and after


say a year or so to gauge the level of understanding and
acceptance of the gender issues.
• Statistics – disaggregated by sex and gender indicators for
planning and human resource management systems.
• Use of checklist to assess change.
• Developed a set of targets and indicators to measure
progress, ensuring there are mainstreamed into the
Integrated Development plans.
• Score cards to measure change in the immediate medium
and long term.

WHAT RESULTS HAVE BEEN ACHIEVED?

• Improved understanding of gender issues at the local level.


• Institutional transformation of leaders and Managers
• There is more sensitivity to Community issues such as gender based
violence, sexual harassment, increased participation by both men and
women.
• Improved Service delivery and societal transformation.
• Good Governance – participation by citizens in budgeting process
(Gender budgeting), increased involvement by citizens on governance
issues.

• 50% women in decision-making positions


• Gender stereotypes addressed by 2015.
• Equal participation in policy formulation.
To increase the number of women managers
from current 40% to 50% by 2012.
• To increase number of women Councilors
from current one (1) to four (4) by 2012.

SUSTAINABILITY AND REPLICATION
CENTRE OF EXCELLENCE

• Gender equality is integral to good governance due to


proximity of women, children etc to community issues and
concerns.
• Capacity building provides a platform for council to take
ownership of these processes & in turn creating room for
replication in and among other councils and institutions
(multiplier effect).
• The learning by doing approach involves everybody on this
topical issue which for years has been suffering from
resistance to change and man-made barriers.

LESSONS LEARNED
CENTRE OF EXCELLENCE

• An increased knowledge and awareness on gender mainstreaming


through training on key gender topics like gender analysis, gender
budgeting, gender equality etc.
• Gender built into policy and practice at local level.
• The situational analysis exposed shortcomings and gaps which the
local authority is now targeting to address.
• Community and council now informed and empowered around the
SADC protocol through workshops.
• Community involvement in the planning of activities for the 16 days of
activism – Cyber dialogues.
