m Lays down min safety requirements for PNG distribution in city

and town.
m It covers equipments, pipelines, accessories installed
between up-stream inlet isolation valve of CGS and
d Consumer meter for commercial and industrial consumers
d First isolations valve downstream of consumer meter for domestic
consumer

It is necessary to comply with statutory regulations such as State Pollution


Board, Factories Act, Indian Explosives Act, Municipal Authorities etc as
applicable and requisite approvals shall be obtained from the relevant
competent authorities for the PNG distribution system.

d Min distance of 2 mtrs from building structure
d Min 2 safety device and 1 OPSO for installation where
OP is greater than 4 bar
d Min 3 gas leak detectors at the strategic locations in the
CGS to cover entire facility

ground installations and 3 mtrs above the ground level
for under ground installations

d ^uick acting isolation valves shall be provided at CGS
for emergency isolation purpose.

d All the pipes and fittings need to confirming to ASME B 31.8 or
equivalent. CI pipe not allowed for PNG.

d piping shall be designed for max operating pressure of 19.0


barg. at temperature ranging between (-) 30 Deg. C to (+)
55 Deg. C.

d The above ground mains shall be painted yellow for


identification

d The PE piping, tubing, fitting and other components shall
conform to requirement of ASME B 31.8 or equivalent as
approved by statutory authority. The PE piping shall be
designed for maximum operating pressure of 4.0 barg. At
temperature ranging between (-) 20 Deg. C to (+) 55 Deg. C.
PE piping shall not be used for major water/ rail crossing.

d 3 KM for steel pipelines.
d 1KM for PE Pipelines of dia more than 63 mm
d For PE Pipelines less than 63 mm dia, the distance
between strategic valves shall be based upon risk
analysis
d Such valves shall also be provided on each riser,
upstream of each meter and at both ends of river &
railway crossing
d The isolation valve down stream of consumer meter
shall be easily accessible
d Meters duly certified by competent authority shall be
used
d The pressure regulator shall be capable of shutting
down the downstream gas supply in case of low or
high pressure in the system
d The pressure ranges for different consumers shall be as
under:
a) Domestic Consumer : 21- 30 mbar
b) Commercial Consumer : 21- 100 mbar
c) Industrial Consumer : 21² 500 mbar
The PNG pipeline route should avoid;
d Areas congested with other underground utilities like
power, water, telephone etc
d Close proximity to unstable structures or where construction
could lead to damage to pipeline
d Close proximity to highly populated buildings such as
schools, public places etc
d Ground areas of running sand, gravel or flood risk, water
bodies
d Areas of known or suspected aggressive soil conditions
d Landfill sites
d Steel Pipe should avoid
× Close proximity to existing CP systems, particularly ground²bed
locations
× High stray direct current, typically near DC traction systems
× Long runs parallel to high voltage overhead conductors
m shall be placed on the entire pipeline at a distance not
exceeding 50 meter and also at bends in the city

m Additional sign/ markers shall be installed to indicate the


presence of a pipeline at road, highway, railroad, stream
crossings and locations where there is a probability of
damage or interference

m A marker shall be marked in easily readable local


language with at least the following :
d Name of PNG distribution company
d Contact telephone number(s) in emergency
d Location code
d Warning- ´High Pressure Gas Lineµ and ´Other Utilities to take
permission from PNG distribution company before diggingµ etc.
m The pipeline laying shall conform to the provisions as
specified in ASME B 31.8 or equivalent as approved by
statutory authorities. In addition, safety provisions
under OISD-GDN-192 (Safety Practices During
Construction) shall be complied

m Following shall also be complied;


d 3oad signs, warning lamps and barrier systems shall be
provided on highway or other work locations which
are accessed by pedestrians or vehicles
d Electricity cables shall be treated as "Liveµ, unless the
owner certifies them as "Dead´
d Min distance of 250 mm shall be maintained from any
other utility
d Warning mate to be used in open cut, difference in
elevation of pipe and warning mate shall be 200 mm
d As built drawing and pipe book shall be maintained
d Trench width min 300 mm, pipe bed shall be free from
sharp objects, padding of soft soil / sand of min 100
mm below pipe

d Steel pipe shall be tested at 1.5 times of max OP
d Duration of the test shall not be less than 24 hrs.

d Pneumatic testing of PE PIPELINE comply


with the following:
× For services with OP less than 75 mbar, air /
inert gas at min 100 mbar
× For services with OP in excess of 75 mbar, test
pressure shall be 1.5 times of OP
× Pipelines operated above 2 bar, test pressure
shall be 1.5 times of OP max
× 3isers and laterals shall be tested at 350 mbar

d Min duration of the test shall not be less than


10 min.
m All fire protection and detection facilities
shall be in place before commissioning

m All facilites i.e. CGS, P3I, Pipelines etc.


shall be purged and commissioned as per
approved procedure after due checks and
certification by the authorized personnel
