City, East: Bengkalis and Pelalawan Regency
• 11 districts (kecamatan) and 15 villages (desa)

Strength

Siak is a natural resources - rich regency and


ranked 4th as one of the natural resource
revenue sharing funds receivers (IDR 993,20
Billion) along with other top 20 regencies in
2009 (Kutai Kartanegara, Bengkalis and Kutai
timur)

Villages and poor population
• Poor population live in locations where there is
minimum or no facilities and infrastructure to support
their activities

• 24.54% of poor and isolated villages (based on data


from BPS);the estimation number of poor population at
23,500 people or equal to 8.98% of the total population

• Siak regency population’s welfare level requires a


serious attention from the government

Agriculture
• The main business sector of the population ( 61.95% of
labour force)
• 2006 :contributed to 31.04% of the overall economy
• consists of: food crops, plantations, livestock and
fisheries, and forestry(plantation and forestry being the
most dominant)
• 2006:animal husbandry and contributed the least(0.63%)
• 2006: Area of plantation in Siak Regency (132,351
hectares). production of palm (107,420 hectares or
81.16%) , rubber(22.025 hectares)

Problems and constraints
1.Low Quality Human Resources

Measured from: low level of education, degree of public health and unproductive workforce
 
• Educational level is still low Population aged 10 years and over who complete primary education (29.82%),upper secondary education (17.74%), College
education level (2.16%).

• Working population aged 15 and older(159,884 people) = low educational level

• Public health is still a major (lack of health care coverage when Siak was still part of the Bengkalis regency)

• High malnourished children under = 3.1% of all children under five

• 50% of people = do not use iodine salt resulted in high rates of disturbance due to iodine (IDD)

• 85% - 90% Elementary school children in Tualang suffer from anemia

• High number maternal mortality (MMR), 320/100.000

• Quite high infant mortality (IMR) 42/1.000 live births

• the use of clean water in rural areas(low),only 20% of the 60% Target, urban areas = 25% of the 80% of the national target

• Available labour is less innovative, creative and unable to utilise


technology

2. Limited Infrastructure

• There are areas that are being isolated with


very limited access

• No/Limited utilities (e.g hospital, educational


and electricity facilities, water supply and
telecommunications)

3.Poverty and Unemployment

• the number of available workers have limited skills and education

• Difficult to penetrate the existing employment

• The amount of labor is always greater than jobs are available =


rise to the level of unemployment

• The number of people in Siak regency age 10 years and over who
are looking for a job as many as 2,341 people

4.Weak Law Enforcement 
•A lack of public knowledge about the law
•A part of the society that prioritises degrees
of his /her own right, affecting the
relationship in laws that are less harmonious,
and will be a barrier for the region to speed
up the recovery of law enforcement for its
development

Improvement on Education:

• Expansion of equal opportunity on quality education

• Development of Sekolah unggulan (Elementary to Senior high school)

• Growing the Sekolah model terpadu (Elementary to Senior high school)

• Improvement on teacher quality (through continuing education, training or


internship)

• Improvement on local curriculum of primary and secondary development
