2. What are the options so far? Results from the public consultation 1. The card should be optional / voluntary 2. The card should be issued by national competent authorities 3. There should be one format for all regimes (general system, annex IV, automatic recognition regime) 4. The card should mention professional qualifications 5. 3. How would the system work?

Card

A professional applies for a card to the competent authorities of his/her country

The competent authorities check qualifications via a registration and communication system

The competent authorities refuse to deliver a card

The competent authorities deliver a card

To provide services in another country, the professional must go through current administrative procedures imposed by the host country

The professional is entitled to provide services in another EU country without any additional check by the host country

4. What are the implementation challenges? Contents of a card
and information accessible through a registration system: Name of agent/manager? Title of the actual profession exercised? Name of organisation to which the professional belongs? Location from which the profession is practised? Education: - Type of academic or professional education and date completed - Details of most recent ongoing education - Elements that are accepted as equivalent (experience, certification, etc)? Registration number of the professional including VAT registration number? Provision as to the settlement of disputes by court proceedings/arbitration? Details of civil liability insurance and financial guarantee? A link (perhaps via an access code) to an address where the consumer or public authorities can get more information and to a code of ethics?

We should avoid confusion and duplication for both professionals and consumers which could be caused by having different cards and criteria

It is important to define the features of the card whether these are recorded on the card itself or underlying and accompanying registration systems The 28th regime could provide common reference at a European level for those who want to work cross border and should receive serious consideration The card should be issued by national competent authorities with professional associations if it proves to be of added value and does not alter the system
