PROPOSED SCHEME:
There shall be two objective type-papers carrying equal marks unlike present, So now, it shall be like two papers carrying 200 marks each. Therefore, instead of one compulsory paper of General-Studies and one Optional paper, both the papers shall be compulsories. Therefore, both the papers will be common to all candidates and the UPSC gets rid of current scaling system which was challenged on one ground or other.

For the first time, CSAT was advocated by Dr Y.K. Alagh in his Civil Services Review Committee Report, 2001. He favoured the idea of testing the candidates in a common subject rather than on optional subjects.

A: Elephant has been declared as a national heritage animal on the recommendation of the Task Force on Elephants. R: Indian Elephants are listed as 'Endangered' on the IUCN Red List of Threatened species.
The elephant has been declared the national heritage animal by the government with an aim to step up measures for its protection. A notification in this regard was issued by the environment ministry on October 22, as recommended by the task force on elephant project and approved by the standing committee of national board of wildlife in its meeting held recently. The long-awaited move has cheered the conservationists who feel that jumbos, being closely associated with religion and culture in the country since ages, need to be given the same degree of importance as enjoyed by the tiger. The government also plans to amend Wildlife (Protection) Act to pave way for setting up of National Elephants Conservation Authority (NECA) on the lines of the NTCA that has been constituted for the tiger conservation.

A: Green India Mission is one of the nine Missions under the National Action Plan on Climate Change. R: It mains to double the area taken for afforestation by 2020.
The environment ministry has submitted the final draft of the National Mission for a Green India (GIM), part of the countrys plan to fight climate change, to the Prime Ministers Council on Climate Change. The mission, one of the eight under the National Action Plan on Climate Change, aims at increasing the capacity of Indias forests to absorb green house gases to 6.35 percent of the countrys total emissions by 2020. The draft of the Mission projects an ambitious target of 20 million hectares of forest cover by 2020, at a cost of Rs.46,000 crore (Rs.460 billion). According to Environment Minister Jairam Ramesh, the overarching objective is to increase forest cover in 5 million hectares and improve the quality of forest cover in an area of corresponding size. It proposes a fundamental shift in mindset from our traditional focus on merely increasing the quantity of our forest cover, towards increasing the quality of our forest cover and improving provision of ecosystem services. The Mission will be implemented through an autonomous organisational structure reducing redtape and rigidity, while ensuring accountability. The mission also aims at monitoring additional parameters like ground cover, soil condition, erosion and infiltration, runoff, and ground water levels to develop water budgets as well as biomass monitoring indicators.

1. Conventional history questions were not asked. They gave 3 statements and wanted you to comment on it. Also the conventional 5 Freedom Movement related 2 markers were absent. There wasn't much from polity except - 'voting behavior of Indians' [Conventional terminology wasn't asked] The routine computer terminology of 10 marks was absent People thought they'd ask Chandrayaan but they asked Hubble Telescope Paper -2: Many questions on biotech/bioinformatics/ DNA finger print/biometric ATM etc + 1 conventional question on nanotech. Statistic: 2 graph questions. Rest stuff was easy as well. Emphasis on international relations (both in GS paper 2 + Essay paper: there were 3 essays that had direct relevance to international relations of India)

8. In Geography, it was conventional stuff: wetlands & ecosystem, biodiversity etc. people thought they'd ask in detail about monsoon mechanism/ drought/famine (as the coaching classes have been saying) but it did not happen. Instead there was one question on Meteorological Dept.'s work. 9. In previous years they asked 2 markers / 5 markers 'definition /terminologies from Economy- they didnt do it this time. Instead they asked straight 30 marks question - Do you think we should stop liberalization after meltdown? Why students termed it as tough paper? Because, it didn't had the conventional 260 marks worth Polity + History + Economy combo, and because nothing that coaching classes considered as important was asked. Instead they asked Qs on sports, television and current affairs. 2 markers were also unique compared to the previous trend.

Golden Rule
In these types of question if you can remember the person to whom the said statement is allocated to, then you can start you answer with that. This can be done, only when you are very sure of the person, as mistake here is liable to be heavily penalized and even if the content being correct this leaves the examiner with a bad taste. A brief account of the context is to be mentioned in which the statement was made. Even if you do not know the person with whom to allocate the statement then also a fair knowledge of modern history is enough to know the context for the statement. After this you have to present with a critical analysis of the statement. In this, match or mismatch the statement with the existing context .
