Unemployment as defined by

the International Labor organization (ILO) occurs when people are without jobs and they have actively looked for work within the past four weeks.
Unemployment rate is a

measure of the prevalence of unemployment , calculated as a percentage by dividing the number of unemployed individuals by all individuals currently in the labor force.

Unemployment rates for women are higher than those for men. WPR was 31% in Rural and 14% in Urban compared to 56% for women in both urban and rural areas. The incidence of unemployment among the educated is much higher than the overall unemployment.

There are more than 1 billion young people aged 15-24 in the world today, and 89 per cent of them live in developing countries The youth labour force participation rate declined from 58.9 to 54.7 per cent between 1995 and 2005, mainly as a result of young people staying longer in education. But this has not sufficed to improve their employment prospects dividing the number of unemployed individuals by all individuals currently in the labour force. The Indian Constitution provides a quota system whereby a certain number of

posts in the Government/public sector units, in all public and private educational institutions, (except in the religious/ linguistic minority educational institutions) in order to mitigate backwardness of the socially and educationally backward communities and the Scheduled Castes and Tribes. After India gained independence, the Constitution of India listed some particular groups as Scheduled Castes (SC) and Scheduled Tribes (ST) The Constitution laid down 15% and 7.5% of vacancies to government aided educational institutes and for jobs in the government/public sector, as reserved quota for the SC and ST candidates respectively for a period of five years, after which the situation was to be reviewed. This period was routinely extended by the succeeding governments. The central government of India reserves 50% of seats in central institutes of higher education, and individual states may legislate further reservations. Reservation cannot exceed 50%, as per the rulings given by the supreme court certain Indian states like Rajasthan have proposed a 68 % reservation which includes a 14% reservation for forward castes. Let s start the reservation with our cricket team. We should have 10 percent reservation for Muslims. 30 percent for OBC, SC /ST like that. Cricket rules should be modified accordingly. The boundary circle should be reduced for an SC/ST player. The four hit by an SC/ST/OBC player should be considered as a six and a six hit by a SC/ST/OBC player should be counted as 8 runs. An SC/ST/OBC player scoring 60 runs should be declared as a century. We should influence ICC and make rules so that the pace bowlers like Shoaib Akhtar should not bowl fast balls to our SC/ST/OBC player. Bowlers should bowl maximum speed of 80 kilometer per hour to an SC/ST/OBC player. Any delivery above this speed should be made illegal. Also we should have reservation in Olympics. In the 100 meters race, an SC/ST/OBC player should be given a gold medal if he runs 80 meters. There can be reservation in Government jobs also. Let s recruit SC/ST and OBC pilots for aircrafts which are carrying the ministers and politicians (that can really help the country.. ) Ensure that only SC/ST and OBC doctors do the operations for the ministers and other politicians.
