Unemployment rates for women are higher than those for men. WPR was 31% in Rural and 14% in Urban compared to 56% for women in both urban and rural areas. The incidence of unemployment among the educated is much higher than the overall unemployment.

The Indian Constitution provides a quota system whereby a certain number of

posts in the Government/public sector units, in all public and private educational institutions, (except in the religious/ linguistic minority educational institutions) in order to mitigate backwardness of the socially and educationally backward communities and the Scheduled Castes and Tribes. After India gained independence, the Constitution of India listed some particular groups as Scheduled Castes (SC) and Scheduled Tribes (ST) The Constitution laid down 15% and 7.5% of vacancies to government aided educational institutes and for jobs in the government/public sector, as reserved quota for the SC and ST candidates respectively for a period of five years, after which the situation was to be reviewed. This period was routinely extended by the succeeding governments.
