Commonwealth Games Delhi 2010 is one of the biggest scams India has seen. Rs 389 crores budget proposed in 2003-04 went up to Rs.70,000 crores in the name of CWG. A study says GOI, Delhi State Govt. & other Govt. Agencies have spent Rs 1,02,079 crores for & in the name of CWG. BJP National President, Shri Nitin Gadkari has asked for Joint Parliamentary Committee to investigate the CWG Scam. Shri Gadkari says guilty should be punished. Thousands of crores of Govt. money is lost in leakages and corruption. Comptroller & Auditor General, Chief Vigilance Commissioner, Central Bureau of Investigation, Enforcement Directorate, Delhi Police, Income Tax Dept. are investigating. A dozen Govt. agencies/Ministries found involved. Cost escalation were done dozens times. It is the Govt. money tax-payers money which could have been used for development, social welfare, for up liftment of downtrodden, has gone into the pockets of corrupt leaders/officials/contractors. Congress Govt. has diverted hundreds of crores of Rupees meant for Scheduled Caste and has paid to CWG contractors. All Govt. major investigative agencies CBI, Enforcement Directorate, CVC, CAG, Police, Supreme Court are investigating/processing corruption in CWG. A new stadium can be constructed at Rs.100 crores but CWG spent Rs.961 crores in the renovation of Nehru Stadium.

Even the Supreme Court had remarked that the Commonwealth Games project has spawned unbridled corruption and is meant for public purpose only till October 14 the closing day of the Games after which everything will be used for private purpose. Declaring that the Supreme Court cannot shut its eyes on the rampant corruption, the court criticized the Central Government on its shoddy preparations for the international sporting event. But now the time has come to ask some serious questions over rampant bungling surrounding the Games.

Smam Co Sponsorship Scam Rs.213 crores were set

aside for Smam Co. for Sponsorship deals. Irrespective of whether the sponsors come or not the company shall get 15 to 23% commission. Following the uproar, the contract was cancelled. A M Films Scam Over 450,000 pounds were transferred through a British Bank to A M Films, a one man firm. Multi-crore Medical Equipment Scam CWG Cell of Directorate of Health Services (DHS), Government of NCT of Delhi sought to buy basic medical equipment at exorbitant prices of Rs.1,94,040 lakhs for the first 45 AED machines. Tender for Overlays Rs.687 crores (Rs.300 crores as commission) Time, Scoring & Results Tender Rs.109 crores (market cost less than Rs.30 crores. Cleaning & Waste Management Rs.60 crores (market cost Rs.10-15 crores) Synthetic Hova Courts from Yonex Rs.156 crores (market cost Rs.26 lakhs)

Several relatives of the members of the Organising Committee were appointed as employees/consultants Father and daughter, uncle & nephew, etc., etc., list of employees of the OC includes 38 persons of the top brass who are related to each other. There are different explanations as to why the Government of India spent Rs.70,000 crore or more to host the Commonwealth Games (CWG). To the cynical, it was an incentive package for the countrys burgeoning, public sectordriven cash and carry economy. The Great Day Light Roberry of 2010 I am not going to harp on about how messed up the Commonwealth Games are. Enough has been written. The CWG 2010 is, by far, the biggest and most blatant, exercise in corruption in independent Indias history. Not only have they stolen public money, theyve made a mess of the job at hand. Govt. of India, Urban Development Ministry, Delhi Development Authority (DDA) signed agreement with private corporate Emmar-MGF under PPP to develop CWG Village. Under original agreement the Govt. was supposed to get Rs.321 and 389 flats from Emmar-MGF In the name of urgency a big scam of more than hundreds of crores took place amongst the Govt. authorities Urban Development Ministry, Govt. of India, Delhi State Govt. and Delhi Development Authority (DDA). In the name of Commonwealth Games, the Congress Govt. agreed to purchase flats from this private company at the rate of Rs.11,000/- per sq.ft. The Controller & Auditor General of India in its report No.CA 23 of 2009-10 has passed strictures against this manipulation.

OC Chairman, Suresh Kalmadi stoutly defended his decision to : Rent 1500 Treadmills for Rs 9.7 lakhs each for 45 days. Rent 1000``special Chairs for Rs 8,378 each chair. Rent thousands of `Corporate Umbrellas for Rs 6,308 per umbrella. Renting a 100 liter Refrigerator for Rs 42,000 per refrigerator. Buying a roll of Toilet Tissue paper for Rs 4,100 per roll. Time, Scoring & Results (TSR) Tender was given to Swiss Timing (Omega / Longines) for Rs 109 Cr. Total cost of this work as per international market involves not more than Rs 30 Cr. Tendering for Cleaning and Waste Management Work awarded for Rs 60 Cr, whereas the work could have been done within Rs 10 to Rs 15 Cr. Tendering for Image and Look Work was estimated at Rs 30 Cr, whereas this could have been done for hardly Rs 10 Cr. 26 Synthetic Hova courts from Yonex purchased at Rs 6 lakhs each, totalling Rs 156 Cr, whereas these could have been purchased for hardly Rs 26 lakhs.

Three senior Delhi Commonwealth Games officials have been suspended over financial irregularities and the case has been handed to the governments financial anti-corruption watchdog.
Joint Director Generals T.S. Darbari and M. Jeyachandran and Dy. Director General Sanjay Mohindroo were suspended after a committee submitted its report on alleged charges of corruption during last years Queens Baton Relay launch in London The Sports Ministry has formally asked Kalmadi to dismiss them on the grounds thast they are linked to two major financial scandals. An email from Mohindroo showed him dictating taxi rates to a vendor in London who was hired to provide cars and other services during the Queens Baton Relay function in London last year The vendor in question Ashish Patel and his firm, AM Cars have a dubious financial record. Instead of asking him for rates, Mohindroo states what fares Patel should charge. 450 pounds a day. Exorbitant even when compared to hiring a BMW or Mercedes with a driver in London. Darbari is ast the centre of a Customs case which accuses him of illegally trying to import a ring worth nearly 20 lakhs from Dubai into Kerala. He was also sent to Australia for the Queens Baton Relay there.

The Stadium that we bid for in 2003 at Rs 326 Cr, the total bid was of Rs 1,566 Cr. During the tenure of then Sports Minister during UPA-I regime, total budget approval received was Rs 3,566 Cr, which is 100 % more.

What should have been priced at say Rs 1, the price of the same was hiked 10 fold and tenders called for. The work that should have been done in Rs 1, tenders at the rate of Rs 10 were called for the same. The Wealth is missing out of these Common Wealth Games.
Jawaharlal Nehru Stadium seating capacity was 73,000, was reduced to 65,000. If this stadium were to be rebuilt on lines of the modern state of these art stadiums, then the cost has been raised manifold from 90 to 180, then 180 to 270 and from 270 to Rs 300 Cr ! But Rs 961 Crs have been spent on Renovation of JLN. Only renovation has taken place. The infrastructure was already there since 1982, Synthetic track was to be laid, Lights were already there, even then one would have considered a expenditure of not more than say Rs 100 Cr. Cycling Velodrome was to be made. Events here are mandatory. Velodrome surface was made of Cement ! When people shouted in aghast as to what had been done. Kalmadi knew it is not made of Cement but of Wood. Then it was made of Wood ! Funding For Civic Infrastructure in Delhi, Central Government / State Government Rs. 770 Cr in May 2007, Rs. 770 Cr in December 2008, Rs 4,720 Cr in May 2009, which means 513 % increase. Besides this, Overlays and in between Miscellaneous expenses which are not accounted for which are in excess of Rs 10 to Rs 100 Cr.

Almost all the organizations executing works for Common Wealth Games have considered inadmissible factors to jack-up the reasonable price to justify award of work at quoted rates citing urgent/emergent circumstances. Despite higher rates poor site management, delays and quality compromises have been observed. Thirty items, which were not part of the Notice Inviting Tender (NIT) were incorporated in the Contract at higher rates after opening in order to increase the quoted amount to avail the difference of Rs.362,72,229/- between the next higher quoted amounts without changing the overall status. Two separate line items for imported & indigenous HPSV fitting of same technical specification and other performance parameters taken BOQ with wide variation in rates, i.e. more than three times. No logical reasoning could be given by organization to go in for imported Luminaries at such exorbitant prices, whereas the luminaries of same specification, manufactured by the same vendor are also available at lower prices, which has caused in extra burden of Rs.1.52 crore.

It is criminal that money reserved for the most marginalised sectors of society under the Scheduled Caste Sub Plan
2009-10 (Special Component Plan), which is already an exceedingly low percentage of the budget, is diverted for Commonwealth Games related expenditures. This information is neither made public, nor are the decision-making processes that sanction such misuse of public money. Who authorises such reallocation of funds? Is it legal,constitutional, and ethical?

Is the whole cabinet not responsible for cwg chaos & corruption ? Congress is ruling at the centre and in Delhi & controlling the CWG. Then who was Monitoring the Committees ? Are the Ministries of Urban Development, Sports, Home, Finance, Tourism, Civil Aviation, and I & B not involved & responsible ? Did the Dehli Govt not spend more than Rs. 20,000 cores in the name of CWG ? Were thousands of crores earmarked for schedule caste and down trodden not diverted to CWG ? Can you deny that thanks to the CAG & CTEO(CVC) that your govt was compelled to enquire into the scam. Were You, your senior colleagues & GOM not directly monitoring & supervising the cwg work ?

According to a 2009 report by the Comptroller and Auditor General of India (CAG), the budget for the Commonwealth Games 2010 underwent several revisions.
Originally in May 2003, when the Government of India allowed the Indian Olympic Association (IOA) to bid for the CWG, an expenditure of Rs. 296 crore was indicated towards upgradation of sports infrastructure and conduct of the Games, with expenditure on security and the Games Village to be incurred by the government and Delhi Development Authority (DDA). The updated Bid Document of December 2003, however, estimated: Operating expenditure alone at Rs. 635 crore.

Total expenditure (other than Games operating expenses) at Rs. 1,200 crore. Government grants at Rs. 518 crore.

The first budget for the Games approved by the Cabinet in April 2007 estimated the total expenditure of the Games at Rs. 3,566 crore Rs. 300 crore.

Several Benami transactions have taken place in CWG Use of Mauritius Route Tax havens are used to avoid the actual identity & transparency Your one time senior colleague & former sports minister has alleged about corrupt practices & uncalled for expenses of cwg All these were going on for couple of years & you say you are ignorant ? Ministers, Congress Leaders, Delhi CM are talking about corrupt officials. What about corrupt Ministers ? Are you not directly responsible for all this mess ? Sanctioned additional budget without proper evaluation of expenditure and estimates, which would have put halt to corruption.

CWG investigations must cover all the agencies including state and central involved in implementing CWG Delhi 2010. Files, papers, notes relating to all the work/projects of all the agencies involved in CWG should be siezed. All the Ministers, Officers and Organising Committee Members connected with above should be relieved from CWG work immediately and should be asked to stay away from all CWG files etc. Full-fledged probe by/through Joint Parliamentary Committee (JPC)
