RECRUITMENT FOR CIVIL SERVICES IN INDIA`

Meaning
Recruitment is the most important aspect of public personnel administration. It means filling up the vacant posts in civil service.The efficency of the govt. machinery and the quality of the services rendered by it depends upon the Soundness of its recruitment system.

Types of Recruitment Method


Direct Recruiment
Open recruitment for all eligible canditates.

Indirect Only for Recruitment departmental personnels.

Staff Selection Commission.

The UPSC is a constitutional body in India. It conducts exam for the appointment of various Civil Services in India.
Constitutional Provisions:
Article 315-Public Service Commissions for union & States. Article316-Appointment & Term of Office of members. Article 317-Removal & Suspension of a member of PSC.

Article 320-Functions of Public Service Commissions.

About MPPSC
Madhya Pradesh Public Service Commission was constituted as follows from 1st November 1956, under Section 118(3) of the States Reorganization Act by the order of the President, vide Notification No. 59 /6 / 56-SR-II, dated 27-10-56 of the Ministry of Home Affairs of Government of India.

Its Objective:
The study of the Constitutional provisions has enshrined in Article 320 of the Constitution of India, envisages the importance of an efficient system of civil services in a democracy. The formation of State Public Service Commissions was conceived to eliminate : (a) favoritism, nepotism, personal likes / dislikes, whims and fancies; (b) birth, descent or such other things as the basis of selection; (c) canvassing in any form in respect of a candidate. The main thrust, therefore, is to secure the very best and the most deserving persons for all the Government jobs in the State through objective methods of recruitment.

The Staff Selection Commission is a centralised agency responsible for recruiting personnel to middle & lower services of central government.

All Group B posts in various Ministries & Departments of the Central govt & their attached subordinate offices having maximum pay scale less than of Rs.10500

All non-technical Group C posts in various Ministries & Departments of the Central govt & their attached subordinate offices

All India Services

All India Services are those services which are common to both Central & State Govts.

There are three All India Services.

Indian Administrativ e Service(IAS)

Indian Police Service(IPS)

Indian Forest Service(IFS)
