1. INFRASTRUCTURE DEVELOPMENT
Goal:
By 2010, Albay will be the countrys top choice for ICT companies and industrial ICT parks due to infrastructure stability and easy access points

2. HUMAN CAPITAL DEVELOPMENT


Goals: Improve the quality of IT knowledge and skills throughout the education and training supply chain Upgrading of Skills/competencies thru standards/certification for Network Enabled Services
4 Intensive ICT/IEC advocacy with focus on the grassroots

STRUCTURAL REFORM & DEVT.
Goal: By 2010, Albay is one of the countrys producer of CYBER SERVICES and producers of ICT products/packages. Local Businesses uses the ICT Exchanges to promote their products and services here and abroad thus giving them greater productivity and growth.

BRAND/MARKET DEVELOPMENT Goal: By 2010, Albay is one of the countrys top choice location of CYBER SERVICE companies 5 and producers of ICT products/packages.
