To explain resilience: a. UMNO-led gvt tightly controlled media outlet b. Gvt seriously hindered opposition parties, NGOs and organized labors c. Detaining protesters w/o trial for long periods d. Narrowed judicial independence through wash out

During electoral front, gvt skewed constituencies (gross malapportionment, intricate gerrymandering) Perpetuated quiescence among mass Malay, quotas on uni placements,recruited foreign investors Imprison Anwar-PAS won half the Malay popular vote

Tuns retirement suddenly lead to reduction of mass criticism over his leadership and related pressures on the regime
Mid 2002 Tun declared he would retire Oct 2003 Pak Lah become PM

Pak Lah judged as timorous and very cautious Come out with Civilizational Islam, devout in content,unmilitant in practice

To re-equilibrate, Pak Lah had actively to deploy his leadership qualities in pursuit of 3 aims: a. Recalibrate substantive distribution among elites, mass publics and foreign investors b. Reordering relation c. Through institutional adjustments

Restrain all the corrupt practices of political elites Has re-energized mass Malay followings: during general election 2004, they won greatest victory ever PAS stunned!! After won GE, must face UMNO assembly election
