INTRODUCTION
All hazardous installations/plants are required to formulate and implement the ERP and in the case of PETRONAS Twin Towers, as required by The Fire & Rescue Department Malaysia, an ERP incorporating the Incident Command Structure (ICS) has been configured and endorsed by them prior to the issuance of the Certificate of Fitness (CF) for the building and the adjacent facilities. The highest rank in the ICS organization of the ERP for the PETRONAS Twin Towers is the Group CEO of KLCC Holdings Berhad, and he is fully accountable for the management for the incident/accident that may occur.

LEVELS/TIERS OF EMERGENCY
TIER 1 - (Minor Emergency)
A situation where there is no danger to life and where the risk of damage to property is minimal and which can be controlled by KLCC Emergency Response Team (ERT)
and simultaneously, Bomba and/or the relevant authorities will be called to attend to the emergency and assess the situation together with KLCC Operation Section Chief (OSC) to determine whether or not to activate Tier 2 Emergency. Emergencies not involving the participation of relevant authorities will remain as Tier 1 Emergency as long as it does not require building evacuation (e.g., gondola breakdown & trapped in the lift).

TIER 2 - (Major Emergency)

A situation where there is danger to life and/or risk of damage to property. The situation is beyond the capability of the KLCC ERT and Bombas first response or the Police in case of emergency other than fire. The moment Tier 2 Emergency is declared, KLCC Emergency Management Team (EMT) shall be activated to manage and to coordinate efforts with the relevant authority in the management of the emergency.

TIER 3 - (Disaster) A situation of major disaster and emergency response operation shall be in
accordance with Directive 20 of the National Security Council (NSC). KLCCs ICS shall be activated to support Major Disaster Management Committee (MDMC).

EMERGENCY RESPONSE PLAN

DEFINITIONS AND ABBREVIATIONS 4.0 For the purpose of this manual, the following definitions apply irrespective of any other meaning the word may have. Emergency Is an unplanned, unwanted event which results or may result in, injury to people, damage to property and environment.

Emergency Procedures These are formal plans, instruction and arrangements which define the ways PETRONAS Twin Towers and Car Park and Tunnels staff and others as individuals and groups are to respond to a particular emergency situation.
Unified Command Police, Bomba, KLCC (Holdings) Top Management staff to make recommendation of the entire major emergency situation, co-ordinates with Bomba and Police to internal and external assistance and deals with media and the employees next of kin.

EMERGENCY RESPONSE PLAN

DEFINITIONS AND ABBREVIATIONS 4.4 Deputy Incident Commander A person authorised to take command of the situation at Tier 1 Emergency and to assist the Incident Commander (IC) when Incident Command System is activated together with Emergency Response Team (ERT). Incident Commander (IC) A person who will lead the Incident Command System (ICS) in Tier 2 Emergency. The leader will be the MD KLCCUH. During his absence the General Manager of KLCCUH will take over. They will assemble at the Emergency Control Center (ECC). Emergency Response Team (ERT) A group of competent/trained (KLCC URUSHARTA) staff to deal with emergencies prior the arrival of the Fire and Rescue Department. The team comprises the Safety Manager, the Emergency Marshall and the First Line Fire Crew.

DEFINITIONS AND ABBREVIATIONS 4.7 On Scene Commander (OSC) A person in command and control of Emergency Response Team (ERT) at Tier 1 Emergency situation. The OSC is the Safety Manager of KLCC (UH) and he may be replaced by the Senior Manager (Corporate Safety) when the need arises. Fire Alarm System (FAS) Specialist A person who will be an adviser to ERT in an emergency situation involving Life the Support System. Floor Safety Manager (FSM) The occupant/tenant assigned at every floor to lead the occupants to evacuate the building safely to the Assembly Area. Back-up Force Members of ERT that are not on duty. KLCCH and KLCC URUSHARTA KLCC URUSHARTA is a company under KLCCPHB that manage the PETRONAS Twin Towers and other complexes in KLCC North West Development (NWD)

DEFINITIONS AND ABBREVIATIONS 4.12 Central Fire Command Room (CFCR) The CFCR is the central command room and control point during emergencies. It is located at the towers link (street level). Back-up Fire Command Room (BFCR) The back-up fire command room is used as a standby CFCR, located at level 6 of both towers. Assembly Area (AA) Is the area at ground level outside the buildings where evacuees assemble for a roll call. Refuge Area A designated safe location at level 41 & 42 or both towers for occupants above sky bridge level (including 41 & 42 ) to assemble when required to evacuate works areas in the event of an emergency. The refuge area is a temporary area prior to proceeding to assembly area at ground level. Emergency Marshall (EM) EM is a Safety Supervisor on duty, and he will be the leader of ERT and be directly involved with the emergency and stationed at the CFCR.

DEFINITIONS AND ABBREVIATIONS 4.17 Central Monitoring System (CMS) CMS is a system that provides information or signal on the fire alarm system at CFCR to Bomba. Medical Emergency Team (MET) This team comprises Medical Officers and Medical Assistants. This team will give support when requested.

Emergency Control Center (ECC) Is a room where all the ICS Members and Unified Group discuss the emergency / problem and make decisions.
Major Disaster Management Committee (MDMC) MDMC is a committee that was formed by the government to handle major disasters on land in a coordinated effective manner. Special Malaysia Disaster Assistance and Rescue Team (SMART) SMART was formed by the government to carry out search and rescue operations jointly with Bomba.
