Organizational Goals of LASPD


Our organizational goal is to be an integrated team that works closely with our Board, Superintendent, administrators, teachers, staff, students and the communities we serve. The school board and superintendant set the vision for a safe and secure learning environment- LASPD carries out that vision. The Chiefs role is to facilitate through the team concept, the goals, strategies, mission and vision for the LASPD.

OUR Mission
LASPDs primary mission is providing safety for almost one million K-12 and adult students who utilize 1,100 facilities daily.

We focus on student and teacher safety, safe passages, and community safety. Prevent crime problems first and foremost and respond appropriately when necessary.

Prevention through Partnerships


LASPD focus on Prevention through education and communication while working collaboratively with all of our stakeholders internally and externally. Pupil Services and Attendance (PSA) Human Relations. Diversity and Equity Crisis Intervention/ Mental Health Probation, Social Services, Courts, ADL, Urban League, Safe Passages partners school-wide positive behavior support and discipline.

Campus Officer / School Safety Officer


LASPD invest the majority of its resources in the high schools and identified middle schools. Campus Officers, upon completion of roll call report to there respective schools, and routinely meet with school administrators. Conduct safe passage patrols, conflict resolution, threat assessments, and a myriad of other law enforcement related duties to keep the campus environment safe.

Expectations of Campus Officer


Be prompt! Establish a dialogue with administrator or principal Be attentive to problems that affect or have the potential to affect campus safety, i.e., Gang activity, criminal threats, suspicious persons/vehicles, bullying, conduct criminal investigations etc. Provide Nutrition, Lunch, and Dismissal coverage Review Safe School Plan

Sara Project

All Campus / Patrol personnel are responsible for completing a Sara project for identified problems within their assigned patrol areas or campus.

Daytime Curfew
Section 45.04 LAMC Daytime Curfew (Truancy) It is unlawful for any minor under the age of 18, who is subject to compulsory education or to compulsory continuation education, alone or in concert with others, to be present in or upon the public streets, highways, roads, alleys, parks, playgrounds, or other public grounds, public places, public buildings, places of amusement and eating places, vacant lots or any place open to the public during the hours of the day when said minors school is in session. LASPD, LAPD, Dignity In Schools, and leaders from the Community Rights Campaign have worked collaboratively to develop guidelines that assist officers in encouraging students to go to school making a citation the last resort!

NOTICE- 11-04
This Notice reinforces the LASPDs commitment to support the Superintendents goals of attendance and graduation improvement, and reduce the cycle of student push out. The proper application of the ordinance is for minor students who are intentionally avoiding school, or are loitering in public places at times when they are required to be in school. Minor students who are making a good faith effort to get to school, regardless of their tardiness, generally should not be subject to a citation or an arrest for curfew, unless other factors are present to justify an arrest for another offense. No ON-SITE enforcement.

Lockdowns
Checklist for School Lockdown Incident Commander Establish Incident Command and the command post location. Alert the school staff to initiate the Lockdown procedures. Direct the Planning and Intelligence Chief to:
Call 911 if there is a direct and immediate threat to the school

Call the LASPD Watch Commander for support and guidance Call the Local District to notify and request support Prepare a ConnectED message for the parents Open any school-wide communication link (e-mail, radio, cell phones)

Direct the Operations Chief to:
Confirm that the perimeter gates are secured (if it is safe to do so) Confirm that everyone on campus is behind locked doors in a protected space Initiate the process of accounting for all students and staff Begin to plan the dismissal or reunification process

Approve the ConnectED message created by Planning and Intelligence and direct that it be sent to all parents using the ConnectED emergency contact list Communicate with the responding LASPD officer or municipal first responders to gather more information on the event.
What is the exact nature of the emergency? How big is the area? Who and what is affected?

How long will the area be impacted? What is the projected time for resolution? Is there a safe staging location for parents? Can the lockdown be modified to allow movement on campus?
