PEFA assessments of sub national governments

SN findings

Recent trend shows quick growth by number and percentage of SN assessments compared to global (119/285) Any kind of government : State, province, region, canton, district, city More and more kinds of SNG, with various aggregates (1 entity, sample of entities at same level or not) Reasons for undertaking vary: needs from SNG (public service delivery, borrowing power), from CG (political dialogue, oversight, reform) and from donors (fiduciary risk, loans etc.)

How to define a SN entity (somehow different from IMF definition)?


SNG so heterogeneous: how to compare? Fiscal and political concerns more and more important (intergovernemental transfers).

Establishing adequately differences between performances at national and local level sometimes not easy is the SN entity effectively impacted by regulations from central level? Problems may occur with some PI (e.g. scope of revenue indicators) Local experts/ assesors without PEFA exprience
