What is School- Based Management?

School-Based Management (SBM) - the decentralization of decision-making authority to schools/ cluster of schools.

the transfer of responsibility for planning school improvement, raising, allocating and managing resources from the central, regional and division levels down to the school sites. (DepED Order No. 230, s. 1999)

At the school level, school heads, teachers and students work together with community leaders, local government officials and other stakeholders to improve school performance.

SBM Objectives
(i) empower the school heads to lead their teachers and students in a continuous school improvement process which will lead to higher learning outcomes;

(ii) bring resources including funds within the control of schools to support the delivery of quality educational services;

SBM Objectives
(iii) strengthen partnership with the communities and LGUs in order for them to invest time, money, and resources in providing a better school learning environment; and

(iv) institutionalize participatory and knowledge-based continuous school improvement process. SBM serves as the main tool/philosophy for continuous improvement of the school.

We need to assess our school in relation to SBM Implementation to Level III determine what level (Mature Level) of practice the school is doing and how it affects in the implementation of SIP. Context:
Implementation of the SIP in addressing the improvement areas of the plan particularly ACCESS Indicators

Philippine EFA Goal 1


Universal coverage of out-of-school youth and adults in the provision of basic learning needs. All Filipinos beyond school age, whatever level of schooling attained, acquire essential competencies of functional literacy in a native language, Filipino and English.

Universal school participation and elimination of dropouts and repetition in the first three grades. All Filipino children aged six enter school ready to learn and achieve the competencies as developed in the Grades 1 to 3 curricula.

Universal completion of the full cycle of basic education schooling with satisfactory achievement by all at every grade or year level.

All Filipino children aged elementary six to eleven are on track to completing schooling with satisfactory achievement at every grade level, and all Filipino children aged twelve to fifteen are on track to completing secondary schooling with satisfactory achievement at every year level.

Project proposal is a document which specifies your goals and objectives, financial/technical assistance to implement a project.

A proposal is not just a "shopping list" of things you want. It justifies each item in the list of things you want, so that a donor agency can decide if it wants to provide some or all of those things. .

Who Prepares PP?


The Project Design Team (PDT) shall prepare the proposal in close coordination with the stakeholder in order to elicit maximum participation in the conceptualization and designing stage.

To ensure ownership of the project, and consequently, responsibility for its successful completion.
