This office has activated the Disaster Incident Management Task Group (DIMTG) and Critical Incident Management Task Group (CIMTG) to address any unforeseen critical incident or crisis situation that might occur. The activation of these 2 TGs are in compliance to the Memo from TADO dated Sept 2, 2010, subj: Hostage Negotiation Manual.

Flood and landslide-prone provinces, cities, municipalities & barangays

Within 12 hours upon notification, or upon own knowledge, of an incoming typhoon: 1. Identify: a.population at risk in vulnerable areas such as those living in low-lying lands, along riverbanks, shorelines, esteros, canals and in under slope areas prone to landslides; b.people with special needs such as elderly, children, infants, pregnant women and persons with disability, and their locations; and c.poorly constructed houses and facilities.

Designate search and rescue staging areas and critical routes, and particularly for places with high traffic and population density: a. prepare traffic rerouting plan b. pre-designate traffic enforcers in assigned routes; and c. communicate information area-wide 3. See to it that resources such as PNP personnel; communication gadgets, trucks, lifeboats, rubber boats, indigenous equipment, e.g., bamboo rafts and rubber tubes are available, and secured.

Prepare and secure permanent evacuation center's other than public school buildings and see to it that amenities such as water supply, power supply, sleeping mats, and other basic essentials are available. 5. Activate the RDOC/PDOC. 6. Undertake area-wide warning through stationary or portable alert system. 7. Enforce pre-emptive evacuation, if necessary.

SITUATION
The Bicol Region, being geographically located along the Pacific Coast, makes it a constant target of highly destructive natural disaster and calamities, such as typhoons, flashfloods, tidal waves, landslides, volcanic eruptions and earthquakes. With an average of twenty (20) tropical storms traversing the country every year, compounded by highly-intensity earthquakes that occur periodically in an average of six (6) years, the devastating effects caused by these natural disasters have resulted in the dislocation of thousands of families, loss of many lives, massive destruction to properties and agricultural products and have tremendously affected the countrys economy.

SITUATION
Taking into cognizance the ever increasing damage caused by these natural disasters, the Phil Govt enacted into law RA 10121 on May 27, 2010, which further strengthens the Philippine Disaster Risk Reduction and Management System, providing for the National Disaster Risk Reduction and Management Framework and Institutionalizing the National Disaster Risk Reduction and Management Plan. In order to keep abreast with the national governments enhanced concepts on disaster risk reduction and management system, the PNP deemed it appropriate to revisit and revise its disaster preparedness and response operations.

SITUATION
It is along this line that a PNP Disaster Risk Reduction and Management Plan is crafted, in support to the govt current disaster risk reduction and management efforts. For purpose of this IMPLAN, natural disasters shall include but not limited to typhoons, flashfloods, earthquakes, tsunamis, drought, volcanic eruption, landslide and other natural disasters.

MISSION
The Philippine National Police, as member agency under the Office of the Civil Defense, with the Regional Disaster Risk Reduction and Management Council (RDRRMC) as the principal policy-making and coordinating body, shall conduct disaster risk reduction and management activities thru a three-stage approach, covering Pro-active Assessment Stage, Disaster Incident Management and Support to Recovery and Rehabilitation efforts in Bicol Region to be supervised by the Police Regional Office 5 Area Disaster Incident Management Task Group (PRO5 ADIMTG) under the PNP Disaster Management Committee headed by the DRDA.

EXECUTION
Concept of Operations: This IMPLAN shall adopt a threestage disaster preparedness and response operations, namely; Pre-Disaster Stage (Pro-active Assessment Stage), Disaster Response Stage (Disaster Incident Management) and Post-Disaster Stage (Support to Recovery and Rehabilitation efforts)

EXECUTION
Concept of Operations:
Pre-Disaster Stage Pro-active Assessment (Level 1 Green) a)Conduct of Risk Mapping and identification of disasterprone areas; b)Identification of staging areas, evacuation routes and evacuation centers; c)Conduct of disaster drills (earthquakes, fire, etc.) simulation exercises and trainings; d)Holding of regular Task Groups and Sub-Task Groups meeting together with respective levels of the Disaster Risk Reduction and Management Councils;

e) Capability enhancement (Manpower, Machines, Materials, Money and Methods);

f) Production and distribution of Information Campaign materials; and Education various

g) Conduct of community organizational work for purposes, such as: g.1) Sewerage clean-up; g.2) De-clogging of waterways, canals, esteros, etc; g.3) Removal of squatters shanties and unauthorized occupants in disaster-prone areas (riverbanks, under bridges, etc.); and g.4) Other community mobilization activities.

Disaster Response Stage Management (Level 2 Red) Disaster Incident

a) Activation of Disaster Incident Management Sub-Task Groups in areas expected to be hit by the weather disturbance twenty-four (24) hours prior to the expected landfall or occurrence; b) Employment of alarm and warning systems as stipulated under DILG MC 2009-165, such as the use of police sirens and other portable warning systems capable of producing loud wailing sound; c) Activation of the Area Disaster Management Task Group;

d) Coordination with Regional Disaster Risk Reduction and Management Council (RDRRMC) to support its disaster response; e) Activation of Regional Task Group Disaster Operations Center (RTGDOC); f) Activation of Command Post by Task Groups whose area is hit by the disaster; g) Forced relocation/pre-emptive evacuation of residents in flood-prone areas in coordination with corresponding LDRRC; and

Disaster Response Stage Disaster Incident Management (Level 2 Red) h) Conduct of timely and rapid disaster response according to the needs in the disaster/calamity area such as search and rescue operation, evacuation and relief operation, emergency medical services, and security and traffic management operation in support and coordination with RDRRMC.

The PRO5 RADIMTG shall be organized and will be composed of six (6) Provincial and one (1) City Police Office Area Disaster Incident Management Task Group (ADIMTGs) supported by Sub-Task Groups and be placed under the command and control of the Regional Director, PRO5

Composition of the Regional Area Disaster Incident Management Task Group (RADIMTG)
Each area task group shall have similar operational set-up and jurisdiction as that of the Directorate for Integrated Police Operations (DIPOs). The Police Regional Office 5 Areas Disaster Incident Management Task Group shall be headed by RD, PRO5 as Area Disaster Incident Management Task Group Supervisor shall be complimented by the Police Provincial Offices and supported by the City Police Office and concerned Regional Support Units (RSUs).

EXECUTION
Composition of the Regional Area Disaster Incident Management Task Group (RADIMTG) PRO down to the provincial, city/municipal police station level, shall still exercise primary responsibility in the conduct of disaster preparedness, risk reduction and disaster management operations at their respective areas through their respective Disaster Incident Management Task Group (DIMTG), supported by Regional Support Units and in coordination with the Regional Director of the Office of the Civil Defense as Regional Chairman.

At the Provincial, City and Municipal level, respective Provincial/City Police Directors and City/Municipal Chiefs of Police shall initiate disaster preparedness, risk reduction and disaster management operations in coordination with the Local Disaster Risk Reduction and Management Council (LDRRMC), as stipulated under RA 10121.

1) Main implementer of the IMPLAN at Police Regional Office 5, particularly in the application of the threestage Disaster Preparedness and Response Plan down to the Provincial, City and Municipal level and the operationalization of respective Search and Rescue (SAR) Plans as deemed applicable; Designate the DRDA as the Task Group Commander, PRO Disaster Incident Management Task Group and the DRDO as the On-Scene Commander;

3) Act as first responders in the conduct of search and rescue operation, evacuation and relief operation, emergency medical services and security and traffic management operation in coordination with the Regional Disaster Risk Reduction and Management Council; Maximize utilization of Barangay Peacekeeping Action Team (BPATs) Components, particularly the Disaster Management Component, as well as private institutions and other service-oriented groups to create a wider scope of operational support and assistance;

5) Conduct fortnightly inventory of SAR equipment, facilities and supplies as well as regular SAR training of personnel and conduct yearly competitions among SAR teams; 6) Enhance capability of Regional, District, Provincial/City Public Safety Battalions/Companies to perform additional functions as Disaster Response Units through regular SAR trainings as the situation may require;

7) Identify appropriate staging areas (primary, secondary) to accommodate heavy equipments and SAR assets (air, sea, land) to be mobilized by foreign countries and international agencies as the situation warrants; Establish Police Regional Disaster Operations Center (PRDOCs) who shall provide timely updates of disaster events to the Regional Disaster Operations Center (RDOC); and As a member of the Regional Disaster Risk Reduction and Management Council, provide advice and appropriate recommendations to the Chairman, Provincial Disaster Risk Reduction and Management Council on disaster management as stipulated under RA 10121;

COORDINATING INSTRUCTIONS
1. All PNP Units/Offices complementing the task groups shall train their men on disaster incident management using their available resources. In the conduct of disaster/relief operations, security and safety of personnel must be always considered. Advance Command Post of Task Groups/Sub-Task Groups shall be designated accordingly. All tasked units operate on their existing logistical and financial allocation. NHQ PNP shall provide additional logistics and financial support on a case to case basis.

5. 6. Vertical and lateral coordination is encouraged. Timely reports on disaster operations to include report on extent, nature and location of damages with estimated cost should be submitted to higher headquarters. Athletic T-Shirt (blue T-Shirt round with PULIS marking) with PNP GOA pants and any lower garments of the uniform of the day, with corresponding head gears (lousy hats for FSUs and police field caps for PNP GOA lower garments) shall be worn when responding to disaster operations.

Level of response of all task group shall be done as much as possible at the lowest level and only seek assistance to the next level when resources (manpower and material) are not enough to manage the disaster incident.

10. The adjacent PNP units or stations not affected by the disaster will be the secondary responders and the RSUs will follow when situation warrants.

SERVICE SUPPORT - Tasked units shall provide their own operational and logistical requirements. Additional operational and logistical support maybe provided by higher headquarters as deemed necessary.
