Introduction
Justice for Odisha Project (JFOP) consists three

non profit and non governmental organizations, was established in 2001 funded by Dignity International to address basic human rights, advocate for legal reform and protect, promote and safeguard the rights of discriminated communities in India. A new 4-years project of JFOP will begin from January 2012 to December 2015 The project has linkages with caste communities and has facilitated the formation of a movement for displaced persons. The network members belong to the Schedule Cast, Schedule tribes and Other Backward Class communities.

Statement of the Problems


In 1957, over 22,000 families in the Odisha state of India were displaced by government action. These communities included the Schedule Cast (SC), Schedule Tribe (ST), and Other Backward Class. This was an act of discrimination that occurred as a result of the building of a dam on the Hirakund river. Communities in this area lost their livelihoods as fertile soil was submerged, villages wiped out and homes destroyed. There has been a struggle to pressurise the government to compensate 9954 families who were displaced but this has not yielded the desired outcome. None of the farmers got alternative land nor have they been compensated for their loss. Instead, the displaced families experienced multiple displacement as their resettlement areas were also grabbed from them for the purposes of development projects such as the building of the IB thermal power plant

As a result of multiple displacement, the affected communities have lost their livelihoods. Women and children have also been affected. Gender based violence and human trafficking has increased. Farmers, fishermen and women have migrated to urban areas in search of labour work. This has disrupted their way of life. To ameliorate the situation, the Grassroots organisation for Promotional Endeavour (GOPE) mounted a campaign whose aim was to seek compensation and rehabilitation of displaced communities. They already helped some resettled people get employment and adequate reparation. It, however, is far less than enough while regarding to the huge displaced population without proper compensation and facing the multiple displacement.

Most importantly, there is the problem of environmental degradation through the discharge of industrial waste into the
