Cooperation or Alliance: A central body of people as a communication hub with semi-formal, advisory links and somewhat defined roles, facilitative leaders, complex decision making and formal communications within the central group. The purpose is to match needs and provide coordination, limit duplication of services, and ensure tasks are done.
